Mike Bolinger with Superior Livestock joins us discussing the pros and cons of both options, where we are at in the cowherd inventory and how beef imports could affect prices of beef. Latest Beef Checkoff & Industry News Beef Producers Ask For Fed Support Of MCOOL According to MeatingPlace.com, nearly three dozen groups associated with beef production, ranching and the environment signed on to a letter sent to the U.S. Trade Representative Katherine Tai, asking for her support to restore mandatory country of origin labeling (MCOOL) for beef. Producer organizations, including Ranchers-Cattlemen Action Legal Fund United Stockgrowers of America (R-CALF USA) regularly endeavor to keep MCOOL issues part of the national legislative conversation. This, although the World Trade Organization ruled in 2014 that such meat labeling law violates U.S. international trade obligations by discriminating against Canadian cattle and pigs and Mexican cattle. Referencing a letter that Tai had published in the British newspaper Financial Times, in which she said she was committed to “meet working people where they are, redesigning the incentive structure so that communities are not pitted against each other,” the letter said, “This is precisely the help that ranchers and consumers need and consistent with your comments. We respectfully request that you issue a statement to lawmakers regarding your office’s position as to whether the United States has the authority to reinstate mandatory country of origin labeling for beef in the face of the substantive trade reforms you are seeking, including at the World Trade Organization.” The letter and a list of the signing organizations are available HERE. Drought Continues for Oklahoma Drought conditions have increased rapidly in Oklahoma in recent weeks. The latest Drought Monitor shows that 78.58 percent of Oklahoma is abnormally dry or in some stage of drought. Because of the dry conditions, very little wheat has been planted at this time or it has been “dusted in” to await hoped-for rain. Prospects for winter wheat grazing are decreasing with each passing week. Wheat planted after mid-September will have less time to grow sufficient forage for winter grazing — assuming moisture is forthcoming. The start of winter grazing will be pushed back, and stocking rates will likely be reduced due to less available forage through the winter. Oklahoma range and pasture conditions have deteriorated rapidly in the last month, with the percentage of pastures rated poor to very poor increasing from 19% to 34% in the last four weeks. Going into the winter in drought is ominous and raises concerns about 2025 forage prospects. Fortunately, hay supplies are much improved this year, which will help with winter feed needs. The combination of this year’s hay production and very large carryover stocks (May 1) from last year, leaves Oklahoma with record large total hay supplies this year — over 20% larger than the 10-year average. The lack of wheat stocker demand and the beginning of the fall run of calves is putting pressure on cattle auction prices. Many unweaned calves are beginning to show up at auctions. Unweaned calves take a bigger discount, especially in the fall as variable weather increases animal health challenges and risks. There is time to add value to calves to be marketed this fall. Weaning (minimum 45 days), vaccinations, castration and dehorning will add value to calves marketed 45-90 days from now. Even better is documenting these practices in a certified preconditioning program that provides additional assurance to buyers. Many years of data confirms that preconditioned calves will bring premiums over unweaned calves. In action at the end of its September 4-5 meeting in Denver, Colorado, the Beef Promotion Operating Committee (BPOC) approved Checkoff funding for a total of 12 “Authorization Requests” – or grant proposals – for the fiscal year beginning October 1, 2024. The committee, which includes 10 producers and importers from the Cattlemen’s Beef Board and 10 producers from the Federation of State Beef Councils, also recommended full Cattlemen’s Beef Board approval of a budget amendment to reflect the split of funding between budget categories affected by their decisions. Eight contractors and two subcontractors brought 12 Authorization Requests worth approximately $46.8 million to the BPOC this week, approximately $8.8 million more than the funds available from the CBB budget. “We’re consistently impressed with the proposals that our contractors bring forward each year, and choosing which initiatives to fund is a real challenge,” said Andy Bishop, CBB and BPOC chair. “Our budget amounts to slightly less each year because of inflation. To put it in perspective, a dollar in 1985 is worth just 35 cents¹ today. That means we simply don’t have the buying power that we had when this program first started. “As we expected, the Authorization Requests we reviewed this week were full of new ideas and innovative approaches supporting the Checkoff’s core programs of research, promotion, foreign marketing, industry information, consumer information and producer communications. Our committee did a great job of balancing our budget and distributing our limited funds in what we believe is the most optimal way possible. I personally thank our contractors and committee members for all their hard work, and I look forward to future Checkoff successes throughout FY25.” In the end, the BPOC approved proposals from eight national beef organizations for funding through the FY25 Cattlemen’s Beef Board budget, as follows: American Farm Bureau Foundation for Agriculture - $600,000 Cattlemen’s Beef Board - $1,800,000 Foundation for Meat and Poultry Research and Education - $600,000 Meat Import Council of America / Northeast Beef Promotion Initiative - $900,000 National Cattlemen’s Beef Association - $25,700,000 National Institute for Animal Agriculture - $95,000 North American Meat Institute - $280,000 United States Meat Export Federation - $8,000,000 Broken out by budget component – as outlined by the Beef Promotion and Research Act of 1985 – the FY25 Plan of Work for the Cattlemen’s Beef Promotion and Research Board budget includes: $9,120,000 for promotion programs, including beef and veal campaigns focusing on beef’s nutritional value, eating experience, convenience, and production. $8,600,000 for research programs focusing on pre- and post-harvest beef safety, scientific affairs, nutrition, sustainability, product quality, culinary technical expertise, and consumer perceptions. $7,500,000 for consumer information programs, including Northeast influencer outreach and public relations initiatives; national consumer public relations, including nutrition-influencer relations and work with primary- and secondary-school curriculum directors nationwide to get accurate information about the beef industry into classrooms of today’s youth. Additional initiatives include outreach and engagement with food, culinary, nutrition and health thought leaders; media and public relations efforts; and supply

EPISODE 46 DETAILS Beef Imports Nebraska Poised to Fight Cultivated Meat Nebraska Executive Order Enacted By Governor U.S. beef imports totaled 342 million pounds in June, 16 percent higher year over year and 17 percent higher than the 5-year average. Once again, imports from Australia accounted for the largest portion of the year-over-year increase, up 75 percent from last year. Imports from Brazil were up nearly 51 percent year over year and imports from New Zealand were up 13 percent. Imports from smaller suppliers, including Argentina and Uruguay, were higher as well. Monthly imports from North America in June were significantly smaller than last year, with imports from Canada falling below 70 thousand for the first time since 2021. Throughout 2024, imports from Mexico have been consistently lower than the same period a year before. In light of of this information and with the lack of producers retaining heifers, many have speculated that there will be on pace to import 1 billions pounds of beef from both Australia and Canada. Second-quarter imports totaled 1.012 billion pounds, a year-over-year increase of 12 percent. Leading that increase were imports from Australia, up nearly 59 percent year over year. The second-highest increase by volume in quarterly imports was from Uruguay, up almost 25 million pounds over the same period last year; Argentina sent nearly 13 million pounds more compared to last year. The chart below shows year-to-date imports through June for the top five suppliers. Imports from Australia continue to make up a much larger share of total imports compared to a year ago. Latest Beef Industry News USDA To Require More Proof For Animal-Raising And Environmental Claims Companies that tout certain animal-raising and environmental claims on meat and poultry labels will need more documentation, according to updated guidelines from the USDA. The agency said the move aligns with efforts to protect consumers from misleading labels and supports President Biden's Executive Order on Promoting Competition in the American Economy. Agriculture Secretary Tom Vilsack emphasized that these updates promote transparency and fairness, ensuring that consumers can trust the labels on meat products. The guidelines “strongly encourage” third-party certification to validate claims such as "Raised Without Antibiotics," "Grass-Fed," "Free-Range," and "Climate-Friendly.” USDA Authorizes First H5n1 Cattle Vaccine Field Study The USDA has authorized the first field trials for an H5N1 vaccine designed specifically for use in cattle. USDA’s Center for Veterinary Biologics (CVB) has issued public notice that it is “now accepting submissions for field studies to support conditional or full licensure of nonviable, non-replicating vaccines.” Agriculture Secretary Tom Vilsack said in Boone, Iowa, at the annual Farm Progress Show, that there are “a number of companies that have been working on vaccines, and one company has now presented sufficient information to the USDA to allow me to authorize, the first field trial of a vaccine for cattle H5N1 for safety purposes.” The initial field study of nonviable, non-replicating vaccine against highly pathogenic avian influenza (HPAI) H5N1 is to be administered to dairy cattle to evaluate safety. “This would be the first field safety study for a bovine specific H5N1 vaccine and the first time a HPAI vaccine field study would be conducted outside a laboratory setting or on any type of commercial farm in the United States,” USDA said. The agency emphasized that the field trials will only involve “non-viable, non-replicating vaccines” that do not cause virus shedding. Cattle vaccinated thereby can not transmit virus to other animals, milk, meat, people or into the environment, and these cattle and their products will stay in normal production. USDA Expects Continued High Beef Imports From Uruguay Into 2025 The United States has grown rapidly as a market for Uruguayan beef, a trend likely to continue into next year, according to a new report from the USDA’s Foreign Agricultural Service (FAS). Uruguay has recently jumped to sixth among the countries of origin for US beef imports, mostly frozen boneless, as “a profitable market which helps local meat packers compensate for lower exports at weaker prices to China. Mcdonald’s — Value In The U.S., Big Burgers Elsewhere According to meating place dot com, for much of the summer of 2024, McDonald’s has marketed “value” in the U.S., seeing lower-income consumer traffic drop noticeably as food inflation has risen. The dynamic has eroded the fast-food giant’s original reason for being as a low-cost convenience for busy families. In other markets it’s the flip side of the coin: McDonald’s is rolling out its decadently large Big Arch burger in Canada and, reportedly, other international markets, such as Portugal. By “decadent,” the Big Arch boasts a half-pound of Canadian beef patties, three slices of “white processed cheese,” crispy onions and slivered onions, pickles, lettuce and delicious “Big Arch” sauce. It weighs in with 1,030 calories just by itself. It also contains 96% of the recommended daily fat intake for the average adult. EPISODE 45 DETAILS Nebraska Launches Battle Against Cultivated Meat Nebraska Poised to Fight Cultivated Meat Nebraska Executive Order Enacted By Governor Nebraska is poised to become the fourth U.S. state to formally institute laws that restrict the sale of cultivated meat, now that Gov. Jim Pillen has signed an executive order prohibiting state agencies and contractors from buying cultivated meat products starting in 2025. Pillen is working with the Nebraska Department of Agriculture (NDA) to develop new guidelines to “protect the state’s agriculture industry as well as consumers, from lab-grown meat. Pillen also is calling on the NDA to begin developing a rulemaking process to ensure that any cultivated meat products sold in stores in Nebraska are “properly labeled and are not marketed next to natural meat on the same shelves.” Plans also call for the Nebraska state legislature to begin drafting a law to ban lab-grown meat in the Cornhusker State that could go into effect next year, the announcement said. Florida became the first state to enact a cultivated meat ban criminalizing the manufacture and sale of cell-cultured meat that went into effect July 1 and prompted an outcry from investors in biotech and food companies, in addition to sparking a lawsuit by alternative protein company Upside Foods. Similar legislation was introduced In Alabama and Ohio soon after the initial move on cultivated meat by Florida Gov. Ron DeSantis in May. Sodium monensin, also known by the brand name Rumensin, is a feed ingredient often added to the diets of cattle, sheep, goats and poultry. It is known to increase milk production, control ketosis, reduce bloat, control coccidiosis, improve feed efficiency and reproductive performance. If dogs, pigs or horses ingest monensin, it can be fatal. For horses, monensin can lead to myocardial necrosis, heart failure and death. There is no cure for monensin poisoning, veterinarians can only provide palliative care to horses that ingest it. Horses that survive a dose of monensin will most likely suffer from heart damage for the rest of their lives. EPISODE 199 DETAILS Is IVF, In Vitro Fertilization, Right For Your Herd Understanding In Vitro Fertilization What Is In Vitro Fertilization In Vitro Fertilization (IVF) is the process of creating embryos from oocytes (unfertilized egg cells) by fertilizing them with semen in a Petri dish. Oocytes are first collected from the ovaries of donors by ultrasound-guided follicular aspiration. They are then matured in a Petri dish and fertilized 20-24 hours later. Conventional, sexed frozen, or reverse-sorted semen may be used for fertilization. Oocytes then develop in an incubator for seven days, at which point the resulting viable embryos are transferred into recipients. How Does In Vitro Fertilization Work In-Vitro Fertilization resembles conventional ET by allowing cows to produce multiple calves per year. This is accomplished by generating embryos from elite cows called donors and transferring them into cows with less genetic merit called recipients. After this, there are many differences in the way the procedure works. In IVF, oocytes (unfertilized eggs) are collected using a specially designed probe, fitted with an ultrasound transducer which allows the ovary to be visualized during the aspiration procedure. The technician locates and stabilizes the ovary via rectal palpation of the reproductive tract. The aspiration probe is inserted vaginally where the transducer and ovary meet with only the vaginal wall separating the two. The probe has an attached needle guide that houses a 55cm long needle. This needle will transverse the vaginal membrane and is inserted into fluid filled follicles, containing oocytes, located on the ovary. The contents of the follicles are aspirated out and captured in a searchable filter. The filter is then taken into the lab where it is rinsed and searched using a microscope; the oocytes are then retrieved, counted, and graded. Once the oocytes have been processed they are moved into dishes with special media designed to mature them. The dishes are placed in an incubator for 18 to 24 hours where the maturation process takes place. The following day, semen is added to the dishes containing the matured oocytes and fertilization takes place. The media and incubator are designed to mimic the cow’s uterine environment as pertains to temperature, pH, etc. Following fertilization, the oocytes are left in the incubators for the next 7 days as a percentage of them develop into embryos. They can then be evaluated under a microscope and quality graded just as you would conventional ET embryos. The grade one and two embryos are now ready to be loaded into transfer straws and implanted into recipient cows that were in standing heat 7-8 days prior to the transfer date or frozen for transfer at a later date. Potential Applications of IVF, In Vitro Fertilization Embryo production from pregnant donors — Because the cervix and uterus are not penetrated during the process of aspiration, oocytes can still be collected without disturbing the fetus. Donors can be safely aspirated from about 45-100 days of gestation. On rare occasions donors can be aspirated up to 6 months of gestation, as long as the ovaries are accessible to the technician. This application is a good alternative for operations wanting to get a jump on the next generation. In years past, breeders were forced to decide whether to risk future productivity of young donors by flushing them as virgins or just postponing embryo production until after their first calf. By getting the heifers pregnant first, they are already on their way to calving in a normal window with their counterparts. It also works well for those operations that want to keep donors on a 365-day calving interval, and can help reduce reproductive failures such as cysts in donors that remain open for long periods of time. Production from donors that do not make embryos in ET — Various reasons can cause donors to be nonproductive in ET. Blockages, scaring, uterine infections, and un-passable cervixes are some of the more common reproductive tract abnormalities that can be overcome through IVF. Also, donors prone to overstimulation or those that produce a high percentage of unfertilized eggs, generally perform well in IVF Donors that typically fail to stimulate and ovulate little to no ova will not necessarily benefit from IVF. Adding value to semen —With IVF, less semen is needed than in a typical AI or ET procedure because oocytes are contained in small dishes during the fertilization period. This allows for tremendous opportunities. Depending on quality, one straw of conventional semen can fertilize oocytes from as many as 15 donors. This allow

EPISODE 43 DETAILS Current Cattle Industry News JBS Cattle Outlook for 2025 & Beyond According to MeatingPlace.com, JBS expects 2025 to continue to be a challenging year for the US beef industry, with cattle availability increasing to higher levels in 2026, according to the JBS USA chief executive officer. He went on to say that we are pretty optimistic about the beginning of (cattle) retention in the US. We see cow slaughtering coming down by 15% year-over-year. We think that is a huge sign of retention starting. The moment that is very important for us to watch out for is going to be this fall, and we're going to see what happens. He said JBS Beef North America will continue to capture gains from improvements in industrial processes, which should contribute to increasing the unit's margins in the future. In the second quarter of 2024, JBS USA's beef margins were pressured by low cattle availability Florida Sued Over Cultivated Meat Ban Upside Foods filed a lawsuit recently over a Florida law that bans the sale of cultivated meat in the state. Berkeley, Calif.-based Upside Foods, one of two companies approved to sell cultivated meat in the United States, contends the Florida law that took effect July 1 is unconstitutional, according to court documents. Specifically, the lawsuit argues that the ban violates the Supremacy Clause because it is preempted by federal laws regulating meat and poultry products, and that it violates the dormant aspect of the Commerce Clause by purposely “insulating” Florida ag businesses from out-of-state competition. Florida was the first state to ban cultivated meat, with Gov. Ron DeSantis saying Florida was “fighting back” against the “global elite” who were allegedly forcing consumers to eat cultivated meat. He said his administration was protecting Florida farmers and ranchers in an effort to “save our beef.” Alabama was the second state to ban cultivated meat. “UPSIDE doesn’t want to force anyone to eat cultivated meat,” the company’s lawsuit states. “But it does want the opportunity to distribute its product to willing consumers, so that those consumers can decide for themselves whether UPSIDE’s product is worth eating. Latest Cattle Industry News North Carolina Man Pleads In Nation-Wide Cattle Theft Conspiracy According to the U.S. attorney for the Western District of North Carolina and MeatingPlace.com, a North Carolina man pleaded guilty to implementing a scheme to steal $1 million worth of cattle across the country. From April 2018 to October 2022, William Dalton Edwards, 25, of Mount Airy, N.C., and an accomplice defrauded livestock markets in North Carolina, Texas, Oklahoma and Virginia by writing worthless checks for cattle purchases, according to the plea. The stolen cattle were then transported out of state and resold, resulting in losses exceeding $1 million to family-owned sales barns. Edwards' guilty plea includes charges of conspiring to defraud the U.S. and violate federal laws. The statutory maximum sentence for the offense is five years in prison. Edwards is currently out on bond, with a sentencing date yet to be determined. U.S. Beef Export Value Nears Two-Year High The value of U.S. beef exports hit a near two-year high in June, the U.S. Meat Export Federation (USMEF) commented late last week. Despite lower volume compared to a year ago, US beef exports in June were worth $938.3 million, a 22-month peak. Exports to Japan rose, and Taiwan continued buying US beef at near-record levels. Exports to Canada were at a near-decade high. USMEF President and CEO Dan Halstrom said June beef exports performed very well in Japan, which was great to see given the significant headwinds U.S. beef has faced there this year. Export value also rebounded nicely in Korea and shipments to Taiwan and Canada were outstanding. This made for another strong month in terms of export value per head slaughtered, which was nearly $460 in June. Beef export value per head of fed slaughter was up 13% in June from a year ago. For the first six months of 2024, beef export value was $5.22 billion, 5% higher than the same period a year earlier. Beef export value per head of fed slaughter was more than $418 for the first half, an increase of 6% from the same period in 2023. EPISODE 42 DETAILS Purina Report Shows Profit Opportunities From Beef-On-Dairy Crossbreeding According to a report from Purina Animal Health, and reported by MeatingPlace.com, the contraction in the U.S. beef herd has opened opportunities for dairy producers to capitalize by delivering beef-on-dairy crossbred calves. The firm’s recently released Beef-on-Dairy Industry Report cites Purina survey data showing that most dairy farmers are realizing a premium approaching $200 a head, with some netting double or triple that advantage. The current market has about 3 million beef-on-dairy cattle according to the report, which includes chapters written by Purina staff as well as beef industry experts from academia and extension programs. Kansas State University Professor Robert Weaber, department head for the Eastern Kansas Research and Extension Center, writes that adding beef genetics to breeding programs can help dairy producers “enhance their operations and maximize the value of their surplus calf stream.” Raising cattle with a different genetic profile requires focus attention on “other factors like nutrition and management” to achieve the “full genetic potential and value,” he said in the report’s section on selecting sires. What many do not realize is the amount of beef on dairy or even traditional dairy cattle that are in the beef supply chain. With continued financial pressure on dairy producers, it is only an obvious choice that dairy farmers are looking for other areas to realize a potential premium. EPISODE 41 DETAILS Producers Need To Review The Corporate Transparency Act To Avoid Costly Penalties The Corporate Transparency Act, passed by Congress in 2021, requires companies to report beneficial ownership information to the Financial Crimes Enforcement Network (FinCEN), a division of the U.S. Department of the Treasury. The goal of the legislation is to reduce financial crime, but the new mandate will impact farmers and ranchers whose operations have fewer than 20 employees and are structured as corporations such as limited liability companies (LLC) or companies that are registered with the secretary of state. Farms and ranches that are structured as corporations, LLCs, or other entities that file with the secretary of state may be subject to the Corporate Transparency Act and required to file a “beneficial ownership” report with the Financial Crimes Enforcement Network, identifying the individuals who own or manage the operation. For companies registered and operating before January 1, 2024, the deadline to file this report is the end of 2024. Companies registered or created in 2024 have 90 days from the date of registration or creation to file their beneficial ownership report. In 2025, the reporting period will be reduced to 30 days. EPISODE 196 DETAILS Why In Vitro Fertilization From Trans Ova Genetics What Is In Vitro Fertilization In Vitro Fertilization (IVF) is the process of creating embryos from oocytes (unfertilized egg cells) by fertilizing them with semen in a Petri dish. Oocytes are first collected from the ovaries of donors by ultrasound-guided follicular aspiration. They are then matured in a Petri dish and fertilized 20-24 hours later. Conventional, sexed frozen, or reverse-sorted semen may be used for fertilization. Oocytes then develop in an incubator for seven days, at which point the resulting viable embryos are transferred into recipients. Latest Cattle Industry News Colorado has largest H5N1 outbreak in US history Colorado health officials have confirmed 10 human cases of avian flu, marking the largest outbreak of human bird flu infections in U.S. history. The Centers for Disease Control and Prevention (CDC) reported 11 cases of highly pathogenic avian influenza (H5N1) in humans since 2022, with 10 occurring this year. The Colorado Department of Public Health and Environment announced that two poultry farms in Weld County have birds infected with H5N1, with three confirmed cases at one farm and six at another. Another human case was detected in a dairy farm worker in the state. The state’s health agency said the count is up to 47 infected herds in the state. State and federal officials said the concern for the virus is still low due to the lack of person-to-person transmission. However, the latest scientific article on H5N1 avian influenza finds that the virus, which has forced the culling of tens of millions of birds on poultry farms since January 2022, can spread with relative ease among dairy cows, domestic cats and even a raccoon. So far, no mutations have been found in the strain’s genome that would allow the virus to spread more easily in humans, despite the clear transmissions between mammals. Since April 2022, public health authorities have confirmed 11 human cases from cattle and poultry farms, seven of which occurred among workers involved in a cull this summer in response to a poultry outbreak in Colorado. Those human cases showed the same virus circulating in dairy herds, which suggests that the poultry outbreak in that area was transmitted back to birds via local cows. Ag land market could be showing signs of settling According to Farmers National Company, the agricultural land market has been “nothing short of exceptional during the past five years.” Gains in value are common across all classes of land in every region of the country. Strong commodity markets, moderate interest rates, buyer demand and an overall healthy agricultural economy have also supported the growth of land values during this time. Paul Schadegg, senior vice president of real estate operations at Farmers National Company says a lot has changed in the past 12 months and even more has changed within the past five years. He said moving into the second half of 2023 and the first half of 2024, we’ve experienced significant increases in interest rates, declining grain markets, and inflation. Despite these negative pressures, the land market has remained relatively resilient but shows signs of settling in general, including single-digit decreases in specific areas.” One aspect of the agricultural land market is the long-term appreciation of land value. Over the past 25 years, land values have experienced a stair-stepping trend following the ups and downs of the agricultural economy. As grain markets and farm profitability rose, the land markets followed while leveling off as markets and profitability did the same. Schadegg said each plateau has set a new value standard sustained through production, demand and profitability. Schadegg went on to say that with farm operators being the largest segment of land buyers, the biggest impact on land values moving forward will be profitability in agriculture. If profit opportunities are limited, motivation to buy will decrease and, subsequently, pressure land values into a downward trend. Latest Cattle Industry News Ponzi Scheme Cattle Company Sale Could Aid Investors According to Jeff Beach with the North Dakota Monitor, A North Dakota investor says the purchase of a financially troubled meat company is progressing with a percentage of the profits being used to pay back investors in the alleged Ponzi scheme over several years. Wylie Bice of Killdeer, who is among those who lost money by investing in Texas-based Agridime, told the North Dakota Monitor that a price has been agreed upon to buy the company. Bice said the offer is reasonable but several steps remain before the deal can close. The court-appointed official overseeing the company said in a July 8 update on Agridime.com that federal law requires three separate appraisals for each parcel of property being sold, “which is not a quick process.” The update did not say a deal has been reached, but when it is, it would be submitted to the court for a 30-day review and objection period before it can close. Bice said the final agreement would likely include a percentage of the profits of the company to be used to pay back investors over a designated period of years. Investors in several states, including a high concentration in North Dakota, lost millions of dollars by investing in Agridime. Agridime bought cattle, had them brought up to market weight at feedlots and processed in retail cuts of meat. The company then direct-marketed the beef through its website. It also sold investments in calves, promising as much as a 30% return on investment without having to do the work of ranching. The Securities and Exchange Commission in December accused the company of operating as a Ponzi scheme by taking money from new investors to pay off previous investors instead of investing that money into cattle. The North Dakota Securities Department said a Killdeer-based sales agent, Taylor Bang, earned $6 million in commissions from illegal cattle investment contracts through Agridime. Bang told the North Dakota Monitor in December that the figure was “way high.” While it is under investigation, a slimmed-down version of the company has continued to operate as American Grazed Beef. Bice said that if the deal is approved, he and his partners would likely keep the American Grazed Beef name. The investments in calves, however, would not be a part of the business plan. Public Health Officials Confirm Four More HPAI Cases In Humans An update on the Avian Flu, The U.S. Centers for Disease Control and Prevention (CDC) this past weekend confirmed that four workers at a poultry farm in northeast Colorado were infected with highly pathogenic avian influenza (HPAI). The agency confirmed that four of the workers who were culling birds after an HPAI outbreak at the commercial egg-laying operation tested positive for HPAI, and a fifth employee is presumed HPAI-positive as the agency waits for samples to be processed. The CDC is investigating whether the workers properly used recommended personal protective equipment (PPE) and will decide whether guidance adjustments to protect poultry farm employees are warranted. Most human cases of HPAI infection involved people who were not wearing recommended PPE when working with infected birds, CDC noted. The agency also is analyzing the virus sequences from the outbreak in order to determine if a change in the risk assessment should be launched. HPAI infections in humans have been confirmed in three U.S. states since March. Meanwhile, USDA reported that an estimated 152 dairy cattle herds in at least 10 states tested positive for HPAI infections so far this year. US Beef Exports Exceeded $900 Million In May Shipments of beef from the United States to foreign markets hit an 11-month high in May in dollar terms, according to the U.S. Meat Export Federation. The value of beef exports was 3% higher than the same month a year ago and the highest mark since June 2023. For the first five months of 2024, the U.S. beef industry exports were worth $4.29 billion, 5% ahead of the same period in 2023. Calculated per head of fed slaughter, export value in May was $410.94, up 3% from May 2023. The U.S. Meat Export Federation said that Japan, Taiwan and the ASEAN region showed strong demand for U.S. beef in May, as well as Mexico, Guatemala and the Caribbean. Equine Infectious Anemia confirmed in Nebraska horse The Nebraska Department of Agriculture July 4 announced a confirmed case of equine infectious anemia in a horse located in Colfax County. This is the first confirmed case of EIA since 2013 in the state. NDA staff are working with the owner and local veterinarian to monitor potentially exposed horses. The infected horse is currently quarantined and will be released once state regulations are met. Spread by blood-to-blood contact, EIA is an incurable, infectious viral disease and can be transmitted from an infected equine to an uninfected equine by blood-feeding insects such as horseflies, deer flies, or stable flies, and by people using contaminated medical equipment, such as needles, syringes, and IV sets. There are currently no USDA-approved vaccines for EIA. Equine owners can do a number of things to help protect their animals, and this includes things like implementing insect controls, keeping stables and facilities clean, eliminating standing water, using one needle per horse, separating infected equine from the healthy, and never using blood-contaminated medical equipment. Getting Started While a round pen is nice, it's not necessary. Using sheep or calves initially can help lay a foundation for your dog. Teaching Your Dog To Shed Cattle To sort cattle from a large herd, your dog needs to learn to “shed.” This requires patience, as dogs may initially feel out of control. Shedding Exercise Steps Start with Calves: Place calves between you and your dog. Use the Fence: Back against the fence, letting calves string out. Create a Break: Use a cattle stick to split the group. Call Your Dog: Bring your dog to the head of the sorted calves. Assign a Job: Move the sorted calves away, giving your dog a task. Handling Different Types Of Cattle Dogs should be more aggressive with rougher cattle and gentler with quieter ones. If your dog is reluctant to work, you may be correcting too harshly. Updated March 2022 Joint AABP-AVC Judicious Therapeutic Use of Antimicrobials in Cattle Cattle Industry News: Avian Flu Update, Livestock Indemnity Payments, Cultivated Meat Influenza Sweeps Through Northwest Iowa Dairy Cattle According to MeatingPlace.com, following Iowa's first positive case of HPAI, Highly Pathogenic Avian Influenza, in dairy cattle in early June, Iowa has reported four new cases in its northwest region. According to the Iowa Department of Agriculture & Land Stewardship, influenza was detected in three dairy cattle herds in Sioux County and one in neighboring Plymouth County. Both northwest counties border O'Brien County, where Iowa's first dairy cattle influenza case was reported June 6. At the time, Iowa was the 10th state to confirm HPAI in dairy cows. The nationwide outbreak of the avian virus in dairy has struck nearly 100 herds across 12 states. Bills Introduced To Help Unborn Livestock Losses U.S. Sen. Ted Cruz and U.S. Rep. Ronny Jackson introduced the Livestock Indemnity Program Enhancement Act to help Texas livestock producers recover from the devastating wildfires that occurred in the Texas Panhandle earlier this year. This bill would require the U.S. Department of Agriculture to establish an additional payment rate through the Livestock Indemnity Program for excessive unborn livestock death losses, according to the Texas Cattle Feeders Association. Cattlemen Take Aim At Government Investment In The Cultivated Space The National Cattlemen’s Beef Association (NCBA) issued a statement condemning a Department of Defense-sponsored research grant that will fund the development of cell-cultivated meat products by manufacturing company BioMADE. NCBA Vice President of Government Affairs Ethan Lane said, “It is outrageous that the Department of Defense is spending millions of taxpayer dollars to feed our heroes like lab rats. U.S. cattle producers raise the highest-quality beef in the world, with the lowest carbon footprint — and American troops deserve to be served that same wholesome, natural meat and not ultra-processed, lab-grown protein that is cooked up in a chemical-filled bioreactor”. He went on to say “This misguided research project is a giant slap in the face to everyone that has served our country. Our veterans and active-duty troops deserve so much better than this.” BioMADE is described as a public-private bio-manufacturing consortium sponsored by the U.S. Department of Defense. This change applied the same country of origin labeling standards to beef as the majority of other consumer goods sold in America. Unfortunately, a coalition of large meatpacking companies and foreign beef interests worked to repeal MCOOL. After Canada and Mexico filed a dispute with the World Trade Organization (WTO), Congress officially rescinded the law in 2015. Since the repeal of MCOOL, American cattle producers have experienced significant market fluctuations. Concurrently, the largest meat packers have realized immense profits through the use of forward contracting and formula-based sales. While cattle prices are currently on the rise, it is evident producers will again encounter market disruptions. As farmers and ranchers deal with a volatile market, it is imperative the federal government work to provide a level playing field. This can be achieved through supporting additional transparency in our beef labeling system. Our American farmers and ranchers work hard to provide the safest and best tasting beef in the world. Producers of foreign beef should not receive an unfair advantage when engaging in our domestic markets, especially as our competitors do not always meet American animal health and consumer safety standards. OVERVIEW OF BOVINE RESPIRATORY DISEASE COMPLEX Bovine respiratory disease (BRD), shipping fever pneumonia, or undifferentiated fever is a respiratory disease of cattle of multifactorial etiology with Mannheimia haemolytica and, less commonly, Pasteurella multocida, Histophilus somni ( see Histophilosis), or Mycoplasma bovis being the important bacterial agents involved. Viral pathogens may also be involved, such as bovine herpesvirus 1, parainfluenza-3 virus, and bovine respiratory syncytial virus. BRD has a multifactorial etiology and develops as a result of complex interactions between environmental factors, host factors, and pathogens. Environmental factors (eg, weaning, transport, commingling, crowding, inclement weather, dust, and inadequate ventilation) serve as stressors that adversely affect the immune and nonimmune defense mechanisms of the host animal. In addition, certain environmental factors (eg, crowding and inadequate ventilation) can enhance the transmission of infectious agents among animals. Many infectious agents have been associated with BRD. An initial pathogen (eg, a virus) may alter the animal’s defense mechanisms, allowing colonization of the lower respiratory tract by bacteria. BRD is most commonly associated with the transport and assembly of large groups of recently weaned calves into feedlots. Morbidity in these types of feeder calves often peaks within the first 7–10 days after feedlot arrival. Morbidity can approach 35%–50%, and case fatality is 5%–10%; however, the levels of morbidity and mortality strongly depend on the array of risk factors present in the cattle being fed. The use of broad-spectrum antimicrobials labeled for bovine respiratory disease is the primary treatment, with macrolides and fenicols most commonly used as first-line treatment. Prevention and control are achieved via vaccination programs, preconditioning, identification and treatment of subclinically infected animals, and biosecurity. Etiology of Bovine Respiratory Disease The pathogenesis of bovine respiratory disease involves a stress factor, sometimes coupled with viral infection, which results in suppressed immune defenses and the proliferation of bacteria in the upper respiratory tract. Subsequently, these bacteria colonize the lower respiratory tract and cause bronchopneumonia with a cranioventral distribution in the lung. Many of the bacteria and viruses involved are commensal organisms of the upper respiratory tract that can be isolated from a proportion of healthy animals. Multiple stress factors contribute to the suppression of host defense mechanisms in cattle. Weaning is a noteworthy stressor, and the incidence of this disease is highest in recently weaned calves. Transportation over long distances serves as a stressor; it may be associated with exhaustion, starvation, dehydration, chilling, and overheating, depending on weather conditions. Additional important stressors include passage through auction markets; commingling, processing, and surgical procedures on arrival at the feedlot; dusty environmental conditions; and nutritional stress associated with a change to high-energy rations in the feedlot. The individual viral and bacterial etiologies, clinical signs, lesions, and treatment are discussed under Viral Infections Associated with Bovine Respiratory Disease Complex in Cattle and Bacterial Pneumonia in Cattle with Bovine Respiratory Disease Complex. Viruses associated with BRD include: bovine herpesvirus 1 (IBR) bovine respiratory syncytial virus parainfluenza-3 virus bovine viral diarrhea virus bovine adenovirus bovine coronavirus Bacteria associated with BRD include: Mannheimia haemolytica Pasteurella multocida Histophilus somni Mycoplasma bovis Bibersteinia trehalosi Control and Prevention of Bovine Respiratory Disease Prevention of bovine respiratory disease should focus on decreasing the stressors that contribute to development of the disease. Cattle should be assembled rapidly into groups, and new animals should not be introduced to established groups. Mixing of cattle from different sources should be avoided or minimized if possible; however, in the North American beef industry, this risk factor is almost unavoidable for large intensive feedlots. Transport time should be minimized, and rest periods, with access to feed and water, should be provided during prolonged transport. Calves should ideally be weaned 2–3 weeks before shipment, and surgical procedures should be performed in advance of transport; however, the availability of these “preconditioned” calves is quite limited. Cattle Industry News: Beef Exports to China, Third Avian Flu in Humans, USDA Combats Avian Flu, Beef On Dairy CHINA BLOCKS JBS USA BEEF EXPORTS OVER RACTOPAMINE TRACES According to the Meating Place, the Chinese government has halted beef exports from the JBS USA facility in Greeley, Colorado, according to the Food Safety and Inspection Service (FSIS). The export block is reportedly due to detected traces of the feed additive ractopamine. While ractopamine is deemed safe for use in the United States, it is banned or restricted in China and 160 other countries. In response, JBS issued a statement indicating they are “working diligently with U.S. and Chinese authorities to resolve the situation as soon as possible.” FSIS has also confirmed that it is conducting its own investigation into the matter. FSIS provided further details in a statement to Reuters: "China customs detected ractopamine in a batch of frozen beef omasum products exported to China from these establishments and destroyed this batch of products in accordance with their regulations." In addition to the JBS USA facility, China has also blocked meat products from Cool Port Oakland, a cold storage facility in California. CDC REPORTS THIRD U.S. CASE OF HIGHLY PATHOGENIC AVIAN INFLUENZA IN HUMANS The U.S. Centers for Disease Control and Prevention (CDC) has confirmed the third case of highly pathogenic avian influenza (HPAI) in humans within the country. This latest case marks the second occurrence in Michigan. While the three cases are unrelated, they all involve dairy farm workers exposed to infected cows, suggesting probable cow-to-person transmission. Notably, this most recent case is the first in the U.S. to present typical influenza-like symptoms, according to the CDC. The CDC is closely monitoring influenza data and reports no unusual activity or increased emergency room visits. The risk to the general public remains low, as all cases involve direct contact with infected cows. Cattle Industry News: Agridime Ponzi Scheme, NCBA response to Farm Bill, TSCRA Relief Fund AGRIDIME: NORTH DAKOTA GROUP MAY BUY CATTLE COMPANY THAT OWES MILLIONS According to the Bismarck Tribune, Jeff Beach/North Dakota Monitor, a North Dakota rancher said he is working on a deal for a small group of investors to take over a cattle and beef marketing business that was labeled a Ponzi scheme and owes North Dakotans millions of dollars. Wylie Bice, who ranches near Killdeer, said the group is close on a final price for Texas-based Agridime, with the goal of making it an asset to North Dakota ranchers. Bice said he hopes the group can close on a deal by July 1 to take over Agridime facilities in Texas, Arizona and Kansas. He told the North Dakota Monitor he hopes North Dakota can supply about 60% of the cattle that the business will need -- about 10,000 head per year. Bice, who is among the investors who lost money with Agridime, said the group includes a former business partner of his who is in Texas and would come out of retirement to help manage the company. In December, the Securities and Exchange Commission accused the company of operating as a Ponzi scheme by taking money from new investors to pay off previous investors instead of investing that money into cattle. The cattle were to be fed until reaching market weight and then processed. Agridime would then market the meat directly to consumers. A court-appointed receiver has been trying to determine what assets remain for the company that owes millions of dollars to investors and cattle producers in 14 states. In the first quarterly report, posted May 1 on the Agridime.com website, the receiver, Steven Fahey of Texas, said it was involved in “serious discussions with a North Dakota-based investor group.” The group would purchase the assets of the company, including the remaining meat and cattle inventory. The report said a sale could be submitted for court approval by mid-June. The retail and wholesale meat business would continue under the American Grazed Beef name. Mea

Cattle Industry News BIRD FLU UPDATE: NEW CASES IN MICHIGAN, NORTH DAKOTA CHECKS IN, LAWMAKERS WEIGH IN State animal health officials confirmed new cases of highly pathogenic avian influenza (HPAI) in dairy cows in Michigan. That announcement comes as North Dakota announced no cases so far and U.S. senators called for better communication among regulators to help stem the tide of new outbreaks. The Michigan Department of Agriculture and Rural Development (MDARD) announced positive tests for HPAI in dairy cows in Clinton, Gratiot and Ionia counties, with additional testing expected soon. MDARD stated that the best tool available to combat the spread of HPAI, regardless of species, is using enhanced biosecurity efforts that include isolating new or returning animals on farms, monitoring the health of animals daily, and cleaning and disinfecting trailers used to haul animals. Meanwhile, officials in North Dakota reported there have been no cases of HPAI in cattle as of May 10, although the infections of dairy cows in nine other states this spring continues to be monitored, according to State Veterinarian Dr. Ethan Andress. USDA recently announced plans to provide a total of $98 million to help states and ranchers stem the spread of HPAI beyond birds as state and federal officials continue to monitor cases in 42 herds so far, including South Dakota. Enhanced biosecurity efforts are expected to remain in place as new information about HPAI in cows is gathered, officials added. PROPER COOKING KILLS H5N1 IN GROUND BEEF With the continued spread of H5N1, some have questioned the proper way to prepare beef to ensure its safety. The USDA said in its latest update that ongoing research shows that standard recommended procedures for cooking ground beef eliminates the H5N1 virus. USDA’s Animal and Plant Health Inspection Service or APHIS reported that no virus remained in burgers cooked to 145 and 160 degrees Fahrenheit and that these results validate that recommended cooking temperatures are sufficient to kill H5N1 in meat. EPISODE 30 DETAILS SECOND U.S. DAIRY WORKER INFECTED WITH AVIAN BIRD FLU CONFIRMED - MICHIGAN According to Reuters and reported by Agweb, the U.S. Centers for Disease Control and Prevention (CDC) said a second human case of avian bird flu (H5N1) has been confirmed in the United States since the virus was first confirmed in dairy cattle in late March. A Texas dairy worker was confirmed to be infected in April. Michigan and Texas are among nine states to report bird flu in dairy herds. Similar to the Texas case, the patient in Michigan only reported eye symptoms, the CDC said. The Michigan worker had mild symptoms and recovered, according to the state's Department of Health and Human Services. The worker had regular exposure to livestock infected with bird flu, Michigan said. The U.S. Department of Agriculture said it believes unpasteurized milk is the primary vector for transmitting the virus among cows, though officials do not know exactly how it spreads. Cattle Industry News ALABAMA BECOMES SECOND STATE TO OUTLAW CULTIVATED MEAT Alabama is now the second state in America where cultivated meat cannot be manufactured or commercialized as Gov. Kay Ivey on Tuesday signed a bill (SB 23) that includes the cultivated meat ban. Violating the law will be a class C misdemeanor, which carries the possibility of up to a three-month jail sentence and a fine of $500. The new law takes effect October 1, 2024. Florida became the first state to pass such a ban earlier this month, with Gov. Ron DeSantis signed the bill (SB 1084) into law on May 1, 2024. PROPOSALS FINALLY SEEN ON FARM BILL After months of waiting, there is movement on farm bill legislation in Congress. On May 2, 2024, both the House and Senate provided farm bill proposals. The USDA has been operating on a 1-year extension of the 2018 farm bill. That is set to expire on Sept. 30. Areas taking top priority in the two bills are conservation, nutrition programs, and energy alternatives and incentives. Deeper in the proposals, emphasis is placed on beginning farmers and ranchers. Lending is of concern with such high-interest rates and lack of credit options. Under the credit title in the House’s farm bill proposal, finance options are enhanced for new, young, beginning or veteran farmers. It also gives focus to commercial lenders’ ability to be a reliable source of credit and capital. YET ANOTHER NEGATIVE QUARTER FOR BEYOND MEAT Beyond Meat reported another sharp decline in revenues for its first fiscal quarter, and net losses that were slightly improved from the same period a year ago. The company reported top-line revenues down 18%. STRONG FRESH MEAT SALES IN APRIL In an April study among 1,700 U.S. consumers, 210 Analytics found that 34% of consumers are worse off financially now than they were one year ago. However year to date, fresh meat sales continue to increase by 1 percent. Tyson Foods Inc. officials said they do not have a prediction on when U.S. ranchers will begin rebuilding the nation's cattle herd after high feed costs and drought in 2023 prompted suppliers to reduce the number of cattle for slaughter. The moves resulted in tighter supplies and increased the amount Tyson pays for livestock, in addition to sending the processor’s beef segment to an adjusted operating loss of $34 million in the second quarter and a loss of $151 million for the first six months of the fiscal year. Tyson earlier this month projected an operating loss of between $40 million and $100 million for its beef business for all of fiscal 2024 in the wake of an anticipated 2% decrease in domestic beef production this year from fiscal 2023. SCIENTISTS FIND H5N1 AVIAN FLU VIRUS IN WASTEWATER ACROSS TEXAS. Researchers are reporting that they confirmed the presence of the virus that causes avian influenza in wastewater recently monitored in nine of 10 Texas cities. A team of scientists from Baylor College of Medicine and the University of Texas Health Sciences Center announced the findings as part of an investigation of recent H5N1 outbreaks in cattle and ferrets in recent months. Scientists are trying to determine how the H5N1 virus is spreading to dairy cows and are increasingly considering wastewater sampling programs as a main surveillance tool, according to a report on the findings from the Center for Infectious Disease Research & Policy (CIDRAP) at the University of Minnesota. Academic scientists analyzing the USDA’s publicly accessible database of avian flu DNA, collected in and around dozens of dairy herds in nine states, shows that the H5N1 strain may have made a single jump from a bird into a cow. The transmission could have occurred up to four months ago, according to preliminary findings published online. Michael Worobey, an evolutionary biologist at the University of Arizona who is leading a group of researchers studying the outbreak from outside federal agencies, tweeted that genetic data shared by USDA “strongly suggests there was single origin, at least for these sequences. Possibly in late 2023/early 2024.” He said there were indications that birds have been reinfected by cattle carrying the viral strain. The outbreak in dairy cattle was first identified in late March. The USDA this week said that ground beef from cattle infected with H5N1 is safe to consume, after retail samples were collected, tested and found to be all negative for H5N1. USDA LAUNCHES BEEF TESTING BLITZ AMID H5N1 OUTBREAKS IN DAIRY CATTLE. Three separate studies by government scientists are underway to monitor and test food supply safety in response to the widening outbreak of the H5N1 avian virus strain in dairy cattle, the USDA announced this week. The regulatory safety efforts follow news last week of confirmed infection in a herd in Colorado, the ninth state to be affected since March. USDA’s Animal and Plant Health Inspection Service (APHIS) is conducting polymerase chain reaction (PCR) tests of ground beef from retailers in the nine states to detect if any viral particles are present. Meanwhile, the Food Safety Inspection Service (FSIS) is taking muscle samples from culled dairy cows that have been condemned for systemic pathologies, which are also being tested for viral particles. Any positive tests in the two studies are to be followed up with checks for live virus by the Agricultural Research Service (ARS). Meanwhile, ARS is carrying out a study using a virus “surrogate” in a study of ground beef to determine what temperature would be required for safe cooking if live virus were present. “Results from these studies are forthcoming, and we will share information as it becomes available,” the USDA said. The agency urged consumers to maintain proper handling of raw meat and cooking to a safe internal temperature. “USDA is confident that the meat supply is safe. USDA has a rigorous meat inspection process, where USDA’s Food Safety and Inspection Service (FSIS) veterinarians are present at all federal livestock slaughter facilities. FSIS inspects each animal before slaughter, and all cattle carcasses must pass inspection after slaughter and be determined to be fit to enter the human food supply.” GROUND BEEF PASSES USDA’S H5N1 SAFETY TESTS. Ground beef from cattle infected with H5N1 is safe to consume, according to testing conducted by the USDA. The agency announced the findings Wednesday after its Food Safety and Inspection Service (FSIS) collected 30 ground beef samples from retail outlets in states where dairy cattle herds had tested positive for the influenza virus. The samples underwent PCR testing at APHIS’ National Veterinary Services Laboratories (NVSL). The results revealed that all samples tested negative for H5N1, reaffirming the safety of the meat supply. The findings come days after Colombia issued restrictions on U.S. beef imports due to concerns over dairy cows testing positive for avian influenza. The move was the first and only instance, as of Thursday, of a country limiting beef trade due to avian influenza in cows. FINAL RULE: ELECTRONIC IDENTIFICATION TAGS. The U.S. Department of Agriculture is getting set to publish the agency’s final rule, “Use of Electronic Identification Ear Tags as Official Identification in Cattle and Bison,” in the Federal Register. The rule would require official ear tags sold for or applied to cattle and bison to be readable both visually and electronically (EID). Cattle organization R-CALF has strongly opposed the rule stating, “The USDA has slapped independent cattle producers, who have worked closely with the USDA in the past to very successfully control, contain, and eradicate foreign animal diseases, in the face. “We will fight against the implementation of this disastrous rule that infringes on the freedoms and liberties of our nation’s independent cattle farmers and ranchers. EPISODE 28 DETAILS BILL INTRODUCED TO PREVENT MANDATORY EID TAGS. Wednesday U.S. Senator Mike Rounds (R-S.D.) introduced legislation that would prevent federal government overreach on the operations of South Dakota farmers and ranchers. The bill would prevent the Secretary of Agriculture from implementing any rule or regulation requiring the mandatory use of electronic identification tags, or RFID tags, on cattle and bison. In January 2023, the U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) published a proposal to require cattle and bison to have visually and electronically readable tags. This proposed rule would also require records to be entered into a tribal, state or federal database, allowing the federal government to access this information. Senator Rounds stated that “South Dakota cattle producers don’t need DC bureaucrats telling them how to manage and track their livestock”. He said “USDA’s proposed RFID mandate is federal government overreach, plain and simple. I’m pleased to be introducing this legislation to block the Secretary of Agriculture from mandating the use of electronic tags in cattle and bison herds. If farmers and ranchers want to use electronic tags, they can do so voluntarily.” This legislation is endorsed by the South Dakota Stockgrowers Association and R-CALF USA. The move marks the first instance of a country limiting beef trade due to bird flu in cows. While Colombia's beef imports from the U.S. are relatively small annually, the decision underscores growing concerns over the virus's potential impact. The USDA's Food Safety and Inspection Service (FSIS) updated its website this week, confirming the ban on beef products originating from cattle slaughtered in states including Idaho, Kansas, Michigan, New Mexico, North Carolina, Ohio, South Dakota and Texas (all states that reported cows testing positive. Colombia has temporarily restricted raw bovine meat products, although shipments with valid import permits may still be subject to port delays, the notice said. The news follows the USDA’s Federal Order required testing for interstate movement of dairy cattle and mandatory reporting of positive test results. EPISODE 27 DETAILS FLORIDA BECOMES THE FIRST STATE TO BAN THE SALE OF LAB GROWN MEAT. The first bill banning lab-grown meat was signed into law by Gov. Ron DeSantis of Florida on May 1. According to SB 1084, the bill prohibits the manufacture for sale, sale, holding or offering for sale, or distribution of cultivated meat in the state. In a press conference in Hardee County, which is one of the top five cattle-producing counties in the state, the Governor spoke about the importance of supporting rural economies and agriculture. Governor Desantais said, “We’re fighting back against an ideology that ultimately wants to eliminate meat production in the U.S. and around the globe”. He went on to say, “In the state of Florida we’ve put down the marker very clearly; we stand with agriculture. We stand with the cattle ranchers. We stand with our farmers because we understand it's important for the backbone of the state. It's important for our culture. It's important for our heritage so the bill that I'm going to sign today is going to say basically take your fake, lab-grown meat elsewhere. We're not doing that in the state of Florida.” There has been an ongoing debate across the country in regard to cultivated meat products. Currently, lab-grown meat is only approved to be sold in the U.S. and Singapore. Italy was the first country in the EU to ban lab-grown meat, a decision made in February 2024. For the entire article, click HERE. FINAL RULE: ELECTRONIC IDENTIFICATION TAGS. The U.S. Department of Agriculture is getting set to publish the agency’s final rule, “Use of Electronic Identification Ear Tags as Official Identification in Cattle and Bison,” in the Federal Register. The rule would require official eartags sold for or applied to cattle and bison to be readable both visually and electronically (EID). Cattle organization R-CALF has strongly opposed the rule stating, “The USDA has slapped independent cattle producers, who have worked closely with the USDA in the past to very successfully control, contain, and eradicate foreign animal diseases, in the face. “We will fight against the implementation of this disastrous rule that infringes on the freedoms and liberties of our nation’s independent cattle farmers and ranchers. This is government overreach at its worst.” National Cattlemen’s Beef Association (NCBA) President Mark Eisele, a Wyoming rancher, issued the following statement in response to the U.S. Department of Agriculture’s (USDA) final traceability rule: “USDA’s final traceability rule updates the existing requirement for animal identification that has been in place since 2013, switching from solely visual tags to tags that are both electronically and visually readable for certain classes of cattle moving interstate. Many producers are already familiar with using these visual tags and under the new rule, they will instead use electronic tags. NCBA has worked hard to secure $15 million in funding for producers to reduce the cost of implementing this change. We also remain committed to safeguarding producers’ private data and continuing to reduce the cost of ear tags for farmers and ranchers. Our industry faces a tremendous threat from the risk of a future foreign animal disease on American soil. To avoid devastating financial losses during a potential outbreak and to help producers quickly return to commerce, we need an efficient animal disease traceability system.” The USDA final traceability rule amends a previous 2013 rule that requires sexually intact cattle 18 months of age or older, rodeo and exhibition cattle, and dairy cattle moving interstate to have an official form of animal identification. The 2013 rule, which cattle producers already comply with, instituted visual ID tags for interstate movement. The new final rule switches producers to electronic ID tags. The rule will not take effect for six months to provide time for producers to prepare. This puts the implementation date after Nov. 1, 2024. Producers are asked to work with their local veterinarian and state veterinarian to secure proper tags and protocol. EPISODE 26 DETAILS FEDERAL ORDER REQUIRES MANDATORY TESTING FOR COWS AS VIRUS SPREADS. The USDA’s Animal and Plant Health Inspection Service (APHIS) issued a Federal Order Wednesday that requires testing for interstate movement of dairy cattle and mandatory reporting of positive test results. The order aims to prevent the spread of bovine influenza A virus (BIAV) in response to the detection of the virus in dairy cattle. Following the confirmation of HPAI in a commercial poultry flock in February 2022, over 1,100 HPAI detections have been identified on poultry farms in the U.S. Since late March 2024, USDA, along with other agencies and laboratories, investigated the emergence of H5N1 virus in dairy cows. Under the Federal Order, dairy cattle must receive a negative test for Influenza A virus at approved laboratories before interstate movement. Positive test results must be reported to USDA APHIS by laboratories and state veterinarians. The order aims to mitigate the risk of further spread of the virus, which poses a threat to both cattle and poultry, and to ensure the safety of livestock and the agricultural industry. It’s likely that beef production for this year will be only 509 million pounds – 1.9% - lower than a year ago, the report said. That’s a sharp improvement from the expected 8% drop forecast a year ago. Meanwhile, the USDA held steady with its beef import forecast, anticipating a 12% rise, and its expectations for an 8% drop in beef exports. That means that the country’s supply of beef per capita is roughly unchanged, according to Steiner analysis. Beef Exports Fall As Imports Rise Derrell Peel, Oklahoma State University Extension Livestock Marketing Specialist recently wrote for meatingplace.com saying that U.S. beef trade continues to evolve in the face of a unique domestic cattle market situation. Beef exports in February were down 1.3% year over year with the two-month total thus far in 2024 down 2.6%. This follows a 2023 year over year decrease of 14.3% from record 2022 beef exports. Beef exports in the first two months of the year are down year over year from most of the top markets; including number one Japan, number two South Korea, and number three China/Hong Kong. Additionally, Canada, the number five market is down 2.0% thus far in 2024, along with number six Taiwan. Mexico, which had been the number three market as recently as 2019, is currently the number four market but recovering. Beef exports to Mexico were up in January and February. Beef imports in February were up 23.8% year over year and are up 31.9% in the first two months of the year. Beef imports this year are led by Brazil, who jumps out strongly to fill the “other country” quota early in the year, with shipments moderating after two or three months in the face of the over-quota tariff. Imports from Brazil are up 41.8% year over year thus far in 2024. Imports from Australia are up sharply so far this year. Canada is the number two import source, slightly ahead of Australia and up 9.0 percent year over year. New Zealand is the number four beef import source and is up 48.6 percent thus far in 2024. Beef exports continue to face headwinds as beef production decreases and beef prices increase in the U.S. market. A generally strong U.S. dollar adds additional headwinds, making U.S. beef imports more expensive to international customers. At the same time, decreasing domestic beef supplies in the U.S., coupled with higher prices, attracts additional beef imports, with the strong dollar adding additional incentive for beef imports. As is typical, beef imports are heavily dominated by imports of lean processing beef to supplement decreasing supplies of non fed beef in the U.S. Decreasing lean beef supplies, coupled with strong ground beef demand in the U.S. is pushing 90 percent lean prices (and ground beef prices) to record levels. Fed beef (steer and heifer) production is declining, but the large percentage of yield grade 4 and 5 in feedlot cattle means that the supply of fatty (50 percent lean) trimmings is high relative to lean beef supplies and stimulating strong demand for domestic and imported lean processing beef to increase ground beef production. MINNESOTA REPORTS FIRST HPAI COMMERCIAL OUTBREAK OF 2024. The USDA’s Animal and Plant Health Inspection Service (APHIS) reported the first commercial outbreak of Highly Pathogenic Avian Influenza (HPAI) in Minnesota in 2024. The report, which was listed last week, said the outbreak occurred on a turkey farm in Meeker County, and resulted in 70,000 birds culled. This was the first commercial outbreak in Minnesota since December. Last month, the state reported a baby goat tested positive for avian flu from a quarantined poultry flock. Michigan and New Mexico have reported cases as well. An estimated 88.17 million birds have been affected in a total of 1,122 flocks in 48 states so far, according to APHIS even as the pace of confirmed outbreaks continues to slow down. Bovine officials are watching this very closely in light of the earlier initial case in cattle that was detected in Texas approximately 1 month ago.. These reports provide critical data and the decision to end them is completely misguided. NCBA Vice President of Government Affairs Ethan Lane said “It is disingenuous for the same agency which touts its commitment to transparency in livestock markets to arbitrarily cease publication of reports which provide just that. EPISODE 24 DETAILS AMERICAN FARMERS NETWORK TO SET CRITERIA FOR RE-GEN, GRASS-FED BEEF. American Farmers Network (AFN) announced it is spearheading the establishment of comprehensive certification criteria for regenerative grass-fed beef production. With USDA approval to use the Regenerative Agriculture claim on its packaging, AFN said it aims to set industry standards across the beef category, the organization said in a release. AFN's said its partnership with certifying organizations aims to create transparent standards for the beef industry, aligning with regenerative agriculture principles of soil health and animal welfare. AFN plans to work with retailers and partners to make regeneratively raised beef accessible nationwide. By providing incentives to producers to adopt regenerative practices, AFN seeks to cultivate a more sustainable agricultural landscape. The certification criteria will cover grazing management, soil health, animal welfare and social responsibility, the company said. Ranches meeting these standards will earn formal certification, distinguishing their products as sustainable and ethical choices in the marketplace. LIVESTOCK INVENTORY DECLINE HURTING COLD STORAGE NUMBERS. The USDA's March Cold Storage report revealed declines in red meat and poultry supplies for 2024. Analysis from Market Intel detailed how the declining livestock inventories are impacting the cold storage numbers. Red meat in freezers decreased by 4% from February 2023, hitting a 23-year low at 1.05 billion pounds, while frozen poultry stocks remained stable at 1.03 billion pounds. The March Cattle on Feed report showed a 1% increase in cattle on feed compared to 2023, indicating continued liquidation in the U.S. cattle industry, possibly impacting beef prices. The infection, only the second human case of H5N1 ever recorded in the country, is worrying public health experts who for decades have cautioned that avian flu could pose a serious threat. The case is the only one state and federal officials have identified, and there is no evidence that it is being spread among humans. The illness is mild and the worker is expected to recover, said two people familiar with the matter. While there have been confirmed avian flu fatalities in other parts of the world, the U.S. has only ever recorded a handful of mild cases, according to the CDC. The new human case follows recent cow infections in Texas, Idaho, Michigan and New Mexico that have raised alarm among public health experts who worry the virus’ spread to mammals could make it easier for the virus to infect humans. The CDC, FDA and U.S. Department of Agriculture said the virus was found in a Michigan dairy herd that had recently received cows from herds in Texas.
