On Saturday, the United States government transferred hundreds of noncitizens and alleged gang members to a detention facility in El Salvador, despite an order from a federal judge blocking the deportation flights. According to Salvadoran President Nayib Bukele, the deportees were transferred on three flights and included 238 alleged members of the Venezuelan prison gang Tren de Aragua (TdA), as well as 23 alleged members of the street gang Mara Salvatrucha 13 (MS-13). President Trump justified their removal by invoking the Alien Enemies Act of 1798; he had previously designated the group a foreign terrorist organization infiltrating the United States. Over the weekend, the United States carried out a series of aerial and naval strikes against Yemen’s Houthi rebels. President Donald Trump said the strikes were retaliation for the Houthis’ attacks on commercial shipping in the Red Sea and surrounding waters, adding that the assault would continue until the attacks stopped. At least 53 people, including five children, have been killed by the strikes, according to a Houthi health ministry spokesperson. On Saturday, President Donald Trump signed a stopgap bill to fund the government through September and avert a government shutdown. The bill — called a continuing resolution (CR) — was sent to Trump’s desk after the Senate voted 54–46 on Friday to pass it, with two Democrats voting in favor and one Republican voting against. Prior to the final vote, the Senate invoked cloture 62–38. Refresher: The Senate’s cloture rule outlines the procedure of ending debate on proposed legislation and forcing a floor vote. The rule requires a three-fifths majority, normally 60 senators, to bypass a filibuster, which would extend debate indefinitely. The budget resolution and potential government shutdown. On Tuesday, the House of Representatives passed a continuing resolution to fund the government through September 30 in a 217–213 vote. The spending package would extend much of current federal funding until the end of the fiscal year, with a $6 billion increase in defense spending and a $13 billion decrease in nondefense spending. The bill passed mostly along party lines, with Rep. Jared Golden (D-ME) joining Republicans to vote in favor and Rep. Thomas Massie (R-KY) joining Democrats in dissent. On Tuesday, President Donald Trump threatened to double his planned tariffs on all Canadian steel and aluminum imports from 25% to 50%. Trump’s announcement followed Ontario Premier Doug Ford’s decision to impose a 25% surcharge on electricity the province supplies to 1.5 million American homes and businesses in response to Trump’s tariff threats. However, on Wednesday, Ford announced he would suspend the electricity surcharge after agreeing with U.S. Secretary of Commerce Howard Lutnick to discuss a renewed United States–Mexico–Canada Agreement (USMCA) on trade. On Friday, the Trump administration announced it will cut $400 million in federal funding to Columbia University in New York City for allegedly failing to protect Jewish students from harassment. Additionally, the administration has directed the Departments of Education, Justice, and Health and Human Services to form a Federal Task Force to Combat Anti-Semitism and investigate participants in pro-Palestinian protests on campuses last year. On Saturday, Immigration and Customs Enforcement (ICE) agents arrested Mahmoud Khalil, a recent Columbia graduate student and U.S. resident from Palestine, on State Department orders to revoke Khalil’s student visa. When ICE discovered through his attorney that Khalil had a green card, they told him they would revoke that instead. Just after midnight on Tuesday, President Donald Trump imposed 25% tariffs on all Mexican and Canadian imports — with a lower 10% tariff on Canadian energy imports — and doubled the existing tariff on Chinese products to 20%. Shortly thereafter, China imposed up to 15% tariffs on some U.S. imports, and Canada issued a 25% levy. Mexican President Claudia Sheinbaum said that Mexico would issue tariffs on U.S. goods by this Sunday but did not offer specifics. BREAKING: Minutes before publication, President Trump announced he would be pausing tariffs on all Mexican imports that fall under the United States–Mexico–Canada agreement until April 2. Tuesday night, President Donald Trump addressed a joint session of Congress for the first time in his second term. Though not technically a State of the Union address, Trump used the platform to tout his administration’s early achievements. Additionally, President Trump outlined his legislative agenda, called attention to stories of Americans who had been victims of crime, and highlighted his administration’s cost-cutting initiatives and executive orders on social issues. On Friday, U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky met at the White House to conduct final negotiations over a mineral-rights deal. During an Oval Office discussion open to the press, Trump, Zelensky and Vice President JD Vance discussed the future of the Ukraine-Russia war. Toward the end of the meeting, however, Vance and Zelensky clashed over how the administration might navigate Russia’s President Vladimir Putin. On Tuesday, President Donald Trump told reporters that Ukrainian President Volodymyr Zelensky had accepted the draft of a deal that would send partial revenues from Ukraine’s rare earth minerals to the United States. Zelensky described the agreement as a “framework” and said he and Trump would be holding further discussions. On Thursday, the Senate confirmed Kashyap “Kash” Patel as the next director of the Federal Bureau of Investigation (FBI). Patel was a former federal prosecutor who served in the White House during President Donald Trump’s first term and is viewed by many as a Trump loyalist. On Sunday, Trump announced that Patel had named Dan Bongino as deputy FBI director. On Saturday, Elon Musk posted on X that federal employees must respond to an email from the Office of Personnel Management (OPM) detailing their work in the past week, adding that “failure to respond will be taken as a resignation.” Shortly after, OPM emailed federal employees asking for a list of “5 bullets of what you accomplished last week” by Monday at 11:59pm ET (screenshot). On Friday, President Donald Trump firedthe chairman of the Joint Chiefs of Staff, Air Force General Charles “CQ” Brown Jr., as part of a series of dismissals of top Pentagon officers. Shortly after Trump announced Brown’s dismissal, Defense Secretary Pete Hegseth said that he would replace Admiral Lisa Franchetti, chief of U.S. naval operations, and General James Slife, the Air Force’s vice chief of staff, as well as the judge advocates general (the military’s top lawyers) for the Army, Navy, and Air Force. The day Donald Trump was inaugurated, my son was born.In retrospect, the timing feels inevitable ("Founder of politics newsletter has baby on inauguration day"), but it created an interesting dynamic for me.Most notably, I got to step back from the day-to-day ruckus of what it's like when Trump is flooding the zone with news and could take in each story with a bit more thoughtfulness. And as I return from paternity leave, it means that I now have the chance to share a month’s worth of distilled thoughts with you about the start of the Trump administration.I've decided to sort Trump’s first month into four buckets: the good, the bad, the unclear, and the abhorrent. Many of you know me, are familiar with my writing and views, and understand that my politics are all over the place. To get ahead of some criticisms I expect: Yes, there are more things in the "bad" and "abhorrent" sections than the "good" section. This shouldn't be surprising. Most presidents make their most aggressive, partisan, and base-oriented actions early on in their presidencies. This is especially true when they have control of both the House and Senate, and is even more true of a president who campaigned on a revenge tour against his "enemies." As a political moderate, I am not a member of Trump's base, so I already expected to have, at minimum, mixed feelings about his first month in office. Republicans in Congress are moving to pass a budget plan to advance President Donald Trump’s domestic agenda. On Wednesday, the Senate voted 50-47 to take up the outline of a budget that would increase immigration and military spending but does not include an extension of the 2017 Tax Cuts and Jobs Act. The vote is a key step in the budget reconciliation process, which allows a party to bypass the Senate's 60-vote filibuster rule to pass eligible budget legislation with a simple majority vote. However, Republicans in the House and Senate are advancing separate bills and will need to approve identical resolutions to use the reconciliation process. We are surveying our podcast listeners to better understand our audience and improve our products. On Monday, Acting Deputy Attorney General Emil Bove directed the Southern District of New York to dismiss without prejudice all charges in its corruption case against New York Mayor Eric Adams. In its dismissal, the Department of Justice reasoned that the case was politically motivated by the Biden administration and interfered with the mayor’s ability to combat the city’s migrant crisis. On Friday, Office of Management and Budget Director Russell Vought took over as acting head of the Consumer Financial Protection Bureau (CFPB) and ordered the agency to grant officials from the Department of Government Efficiency (DOGE) access to its non-classified systems. On Wednesday, President Donald Trump signed an executive order called “Keeping Men out of Women’s Sports” prohibiting all participants who do not meet the government’s definition of biological females from competing in girls’ and women’s sports. The order directs the federal government to withhold funding from K-12 schools and colleges that do not comply, drawing authority from Title IX of the Education Amendments Act of 1972. On Wednesday, January 29, an Army Black Hawk helicopter carrying three soldiers collided with an American Airlines plane carrying 60 passengers and four crew members over the Potomac River. The plane had been approaching Reagan National Airport in Washington, D.C., and was preparing to land when the helicopter intersected its path, killing all 67 people. The crash was the deadliest air accident in the U.S. since November 11, 2001. The crash prompted immediate questions about why modern aviation safety systems failed to prevent the disaster. Furthermore, the visceral nature of the accident — a mid-air explosion followed by a freefall into the water — adds a layer of unease to these questions as Americans try to make sense of the tragedy. Today, we’ll explore five aspects of the crash: what we know so far, the leading theories about what caused it, what reforms might be needed, whether DEI initiatives or changes to aviation safety standards were involved, and the implications for public safety. On Tuesday, President Donald Trump said the United States will take over the Gaza Strip to facilitate its reconstruction after it was largely destroyed during the 15-month war between Israel and Hamas. Speaking at a press conference at the White House with Israeli Prime Minister Benjamin Netanyahu, Trump said that Palestinians living in Gaza should be permanently resettled in surrounding Arab countries and implied that the U.S. could take a “long-term ownership position” over the enclave. On Monday, following a week of upheaval at the U.S. Agency for International Development (USAID), Secretary of State Marco Rubio announced he had taken over as acting administrator of the agency and told lawmakers that he intends to work with Congress to reorganize it. Rubio’s statement ran counter to comments made earlier in the day by Elon Musk, who said that he and President Donald Trump had decided to shut down USAID. On Saturday, the White House announced that the United States will be imposing a 10% tariff on all imports from China and 25% tariff on imports from Mexico and Canada, with energy imports from Canada taxed at 10%. President Donald Trump used emergency powers under the International Emergency Economic Powers Act of 1977 (IEEPA) to authorize the taxes, citing the “extraordinary threat posed by illegal aliens and drugs” and saying they would remain in place until the crisis is alleviated. Kennedy Jr. for secretary of Health and Human Services (HHS), and Kash Patel as director of the Federal Bureau of Investigation (FBI). On Wednesday, the White House Office of Management and Budget (OMB) rescindeda memo that had paused trillions of dollars in federal grants, loans, and other financial assistance programs. The memo had called for agencies to perform a “comprehensive analysis” of their grant and loan programs to ensure compliance with President Donald Trump’s executive orders, but was broadly written and created confusion over the scope of the funding freeze. On his first day in office, President Donald Trump signed executive orders to withdraw the United States from the World Health Organization (WHO) and the Paris Agreement. As reasons for withdrawing from the WHO, Trump cited the political influence of member states and unfair contribution expectations of the United States, further alleging that the health group had mishandled the Covid-19 pandemic and other health emergencies. The president stated that the Paris Agreement also put unfair burdens on the United States, removing the U.S. from the international compact for the second time after President Joe Biden undid Trump’s withdrawal order from his first term. On Friday night, President Donald Trump reportedly fired at least 17 inspectors general (IGs) at several federal agencies. In response, several lawmakers expressed concern that the White House had violated federal rules requiring the president to provide Congress with at least 30 days' notice of intent before firing any inspector general, a Senate-confirmed position.
