On Wednesday, the Supreme Court heard arguments in a case challenging the congressional map Louisiana adopted in 2022, the second time the court has considered the case. The challenge centers on Section 2 of the Voting Rights Act (VRA) of 1965, which prohibits voting laws or districting practices that give members of a racial group less opportunity than others to elect candidates of their choice. Last Friday, the Norwegian Nobel Committee announced the Nobel Prize winners for 2025. Chiles v. Salazar. On Tuesday, the Supreme Court heard oral arguments in a challenge to a Colorado law banning “conversion therapy,” or psychiatric treatment intended to change a person’s sexual orientation or gender identity, for minors. A majority of justices appeared more sympathetic to the plaintiff, a licensed counselor practicing conversion talk therapy who says the law discriminates against her based on her views. Back in January, there was a tragic incident where an American Airlines flight collided with a military helicopter near Reagan National Airport in Washington, DC. A few days after the crash, we published a special report on the incident. About a week later, we published a deep dive Friday edition about the crash, trying to make sense of how something like that could happen. And one of the people who I spoke to was David Soucie, who is CNN's air safety analyst. He's a former FAA safety inspector and the author of a book called Safer Skies, which is about the past and the future of airline safety. So overall, he is an expert on these questions. He provided a lot of invaluable insight into the crash when we spoke back in January. But I hadn't heard from him since then. We hadn't had a chance to reconnect. That is until this week when he reached out to me over email to let me know that he had some information about the impact of the government shutdown on the air safety space and the way that it was impacting airlines. So I jumped at the opportunity to speak with him. We had a really interesting conversation about some of the reports that have come out this week of air traffic controllers allegedly taking sick days to get out of work when they're not being paid. And also, more broadly, about whether air safety is actually being impacted by this government shutdown and how it could be impacted if the shutdown continues for days or weeks more. I'm sure this is a topic that's top of mind for anybody who is planning to fly in the near future. But also if you're just somebody who flies in general, David and I talked about some of the changes that have been made to the air safety infrastructure since the DC crash nine months ago, how he feels the overall infrastructure is in the United States right now, and whether the government shutdown could exacerbate any existing issues. On Wednesday, Israel and Hamas agreed to the first stage of President Donald Trump’s plan to end the war in Gaza. Precise details of the agreement are still being worked out, though the initial provisions took shape over night. Under the terms, within 24 hours, Israel will retreat to agreed-upon deployment lines — remaining in control of about half of Gaza; within 72 hours of Israel’s retreat, Hamas will release the remaining hostages. On Friday, Secretary of Defense Pete Hegseth said that the United States had struck a small boat in international waters off the coast of Venezuela, killing four people. Hegseth alleged that the boat was operated by the drug cartel Tren de Aragua and was trafficking narcotics to the United States. On Friday, National Review published text messages from former Virginia House of Delegates member Jay Jones (D) sent to a Republican colleague — House Delegate Carrie Coyner — in 2022. In the messages, Jones expresses disdain for Virginia House Speaker Todd Gilbert (R), then says that he would shoot Gilbert in a hypothetical scenario where he could kill either him or dictators Pol Pot and Adolf Hitler. In recent weeks, President Donald Trump deployed Illinois National Guard troops to Chicago and attempted to mobilize the National Guard to Portland, Oregon, leading to arrests and clashes with protesters in the cities. In Chicago, hundreds of federal officers carried out a large-scale raid at an apartment building on Tuesday, leading to a reported 37 arrests of alleged unauthorized immigrants. In Portland, a federal judge temporarily blocked the Trump administration from deploying the Oregon National Guard. On Monday, President Donald Trump met with Israeli Prime Minister Benjamin Netanyahu to discuss a new plan to end the war in Gaza. The president’s 20-point proposaloutlines a series of actions to end the war between Israel and Hamas — including Hamas’s release of 48 hostages in exchange for nearly 2,000 Palestinian prisoners imprisoned by Israel — as well as a demilitarization plan, rebuilding framework, and governance structure for Gaza after the war. On Wednesday at 12:01 AM ET, federal funding lapsed, shutting down non-essential government services. The shutdown follows weeks of protracted negotiations between Republicans and Democratic leaders — and President Donald Trump — to pass a bill to extend funding; the sides were unable to reach a deal before the midnight deadline. On Sunday, an attacker drove a pickup truck into a Church of Jesus Christ of Latter-day Saints (LDS) chapel in Grand Blanc, Michigan, subsequently opening fire on churchgoers and setting the building on fire. At least four people were killed and eight others wounded, and the suspect was killed by law enforcement responding to the scene. Grand Blanc police confirmedMonday afternoon that all churchgoers had been accounted for, and it does not expect to find more victims. Officials have not identified a possible motive for the attack, but local reports and interviews have suggested that the suspect — a 40-year-old former Marine — harbored ill will toward the Church. On Thursday, The U.S. Attorney for the Eastern District of Virginia announced the indictment of former Federal Bureau of Investigation (FBI) Director James Comey for allegedly false statements he gave during congressional testimony related to the Trump–Russia probe. The indictment includes two counts, which together carry a potential five-year prison sentence. Prosecutors initially considered bringing a third count related to a separate alleged false statement, but that count was rejected by the grand jury. The indictment was filed in Alexandria, Virginia, just before the five-year statute of limitations for Comey’s September 2020 testimony was set to expire. On Tuesday, President Donald Trump delivered an address to the United Nations (UN) General Assembly in New York sharply critical of the international organization and member countries over immigration, climate policy, and other issues. On Monday, President Donald Trump, Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr., and other Trump administration officials announced a pair of actions the Food and Drug Administration (FDA) will take to address the increase in autism spectrum disorder (ASD) in children. First, the FDA will update the warning labels for acetaminophen — the active ingredient in pain relievers like Tylenol — to note a potential association between the ingredient and neurological conditions — such as ASD and attention-deficit/hyperactivity disorder (ADHD) — in children (though it also emphasized that no causal link has been established). On Friday, President Donald Trump signed a proclamation adding new requirements for H-1B visas, which grant temporary work authorization to noncitizens in specialty occupations. The new rules compel new applicants to pay $100,000 to apply for the visa (with exceptions granted by the secretary of Homeland Security) and directs the secretary of State to ensure compliance with the new regulations. On Wednesday, the Federal Reserve’s Federal Open Market Committee (FOMC) voted 11–1 to cut interest rates by 0.25% to 4%–4.25%, their first rate cut in nine months. The central bank’s policymakers cited the weakening labor market as the basis for the cut but noted that they are still concerned about potential inflation. As the academic year gets underway, a growing number of U.S. states have enacted laws banning or restricting cell phone use in schools. 17 states and Washington, D.C. implemented new rules this year, joining several other states with existing restrictions. Scores of school districts and individual schools have also enacted their own policies. On Saturday, Romania said that it had detected a Russian drone in its airspace during an air patrol mission. The Romanian military authorized its pilots to shoot down the drone, but they declined to do so due to potential “collateral risks.” The incident marks the second Russian incursion into a North Atlantic Treaty Organization (NATO) country’s airspace this month; on Wednesday, NATO warplanes shot down several Russian drones over Poland, prompting Poland to invoke Article 4 of the North Atlantic Treaty. Police arrested 34-year-old ex-convict Decarlos Brown Jr. as a suspect in Zarutska’s death and charged him with murder. On Friday, the Bureau of Labor Statistics (BLS) reported that nonfarm payroll employment increased by 22,000 in August, while the unemployment rate rose from 4.2% to 4.3%. The healthcare sector accounted for roughly 31,000 new jobs, but declining employment in the federal government, manufacturing, and professional services offset some of those gains; the BLS also revised June’s employment numbers down by 27,000 and July’s numbers up by 6,000. On Wednesday, the U.S. military sank a small boat in the southern Caribbean Sea, killing 11 people. U.S. officials claimed the boat was transporting drugs to the United States from Venezuela and alleged the 11 people on board were narco-terrorist members of the international gang Tren de Aragua (TDA). In recent years, several U.S. states and a number of countries have legalized Medical Assistance in Dying (MAID), also known as physician-assisted suicide or physician-assisted death. While definitions vary, the practice generally allows people facing imminent death from a terminal illness to end their lives by administering drugs with support and supervision from a doctor (or team of doctors). In some countries, people with certain chronic illnesses and disabilities are also eligible for MAID. On Friday, the U.S. Court of Appeals for the Federal Circuit ruled in a 7–4 decision that President Donald Trump had overstepped his authority in imposing tariffs unilaterally, upholding a lower court decision. The appeals court’s decision targeted the tariffs Trump justified by declaring a national emergency under the International Emergency Economic Powers Act (IEEPA), including the “reciprocal tariffs” Trump imposed on all U.S. trading partners, but does not apply to the industry-specific duties that the president invoked under a different authority. Additionally, the court did not rule on whether the IEEPA justified any presidential tariffs. A version of today’s newsletter was originally published in 2022 after the Robb Elementary School shooting in Uvalde, Texas. We are republishing that piece today in light of the mass shooting at Annunciation Catholic Church in Minneapolis, Minnesota, which killed two children (an eight- and ten-year-old) and injured 18 others. The details of the two shootings differ in some places. The attack from this week appears to be a targeted crime against Catholic schoolchildren. The shooter, in this case, was reportedly a transgender woman and former student at the school in question. There are fewer open questions related to the law enforcement response in the shooting in Minnesota than there were in the Uvalde, Texas shooting.Still, the heart of the stories is the same: A young person with multiple guns shot more than a dozen children. Many of the responses were also similar, the statistics have not changed, and the discussion of possible solutions is stuck in the same partisan mud. Accordingly, since this story evokes the same pain and anguish, and because my response and proposed solutions still feel relevant, we decided to rerun this piece. On Monday, President Donald Trump signed an executive order instructing the attorney general to prosecute unlawful acts that involve desecrating the American flag. The order directs the attorney general to refer acts involving flag destruction that may violate state or local laws to the relevant local authorities; it also calls for litigation to clarify the extent of First Amendment protections for such acts. In a letter posted to Truth Social on Monday night, President Donald Trump ordered the removal of Federal Reserve Governor Lisa Cook from her position for alleged mortgage fraud. On Thursday, a New York appeals court threw out a $527 million penalty against President Donald Trump resulting from a 2024 civil fraud judgment. According to a senior U.S. official, the search was connected to an investigation into Bolton’s possible use of a private email server to share classified documents with his wife and daughter while he was working in the White House.
