Seit 2009 ist Prof. Dr. Johannes Caspar Hamburgischer Beauftragter für Datenschutz und Informationsfreiheit. Vor seiner Berufung zum Landesdatenschutzbeauftragten war Prof. Dr. Caspar für den Wissenschaftlichen Dienst des Schleswig-Holsteinischen Landtag, das Deutsche Institut für Internationale Pädagogische Forschung (Frankfurt a.M.), sowie als Professor und Rechtsanwalt tätig.
