非常用電話の入って黄色いボックスがあり、高速道路事務所に連絡することができる。
そのスペースには今のところ、車は一台も停まっていなかった。対向車線を隔てたビルの屋上に大きなエッソ石油の広告看板があった。にっこり笑った虎が給油ホースをてにしている。
「実はですね。地上に降りるための階段があそこにあります。火災とか大地震が起きた時に、ドライバーが車を捨ててそこから地上降りられるようになっているわけです。近くに東急線の訳があります。そいつに乗れば、あっという間に渋谷です」
「首都高に非常階段があるなんて知らなかった」と青豆は言った。
「一般にはほとんど知られてはいません」
「しかし緊急事態でもないのに、その階段を勝手に使ったりすると、問題になるんじゃないかしら？」
運転手は少しだけ間を置いた。「どうでしょうね。道路公団の細かい規則がどうなっているのか、私にもよくわかりません。しかし誰に迷惑をかけることでもなし、大目に見てもらえるのではないでしょうか。だいたいそんなところ、誰もいちいち見張っちゃいません。道路公団ってのはどこでも職員の数こそ多いけど、自裁に働いている人間がすこないことで名前なんです」
「どんな階段？」
「そうですね、火災用の非常階段に似ています。ほら、古いベイルの表側によくついているようなやつ。とくに危険はありません。高さはビルの３階分くらいありますが、普通に降りられます。いちおう入り口ところに柵がついていませうが、高いものじゃないし、そのきになればわけなく（２１）乗り越えられます。
There was a yellow box with an emergency phone in it, which could be used to contact the highway office.
At that space, no cars were parked at the moment. Across the opposing lane, there was a large Esso oil advertisement billboard on the roof of a building. A tiger with a beaming smile was holding a fuel hose in its hand.
"Actually, there is a staircase for descending to the ground level. It's there for when a fire or a major earthquake happens, allowing drivers to leave their cars and go down to the ground. There's a nearby Tokyu line station. You can get to Shibuya quickly if you take that."
"I didn't know the expressway had an emergency staircase," Aomame said.
"It's not well known among the general public."
"But isn't it a problem to use that staircase if it's not an emergency?"
The driver paused for a moment. "Well, I'm not sure about the fine rules of the road corporation. But it's not like it's troubling anyone, and they might overlook it. Generally, no one is keeping watch over such places. The road corporation is infamous for having many employees but few who actually work."
"What kind of staircase?"
"It's like the emergency staircases for fire. The kind that's often attached to the side of old buildings. It's not particularly dangerous. It's about the height of a three-story building, and you can normally descend it. There is a fence at the entrance, but it's not too high, and you could easily climb over it if you wanted to."
