辖区内65%的居民生病以后，不是去大医院，而是到这家社区医院首诊。扈峻峰是杭州凯旋社区卫生服务中心主任，“2012年，我刚刚调到这个单位。刚开始我们的情况也不乐观，医疗点就在家门口大家也不愿意过来看病。到今年为止，我们每年的门诊量已经达到了30万人。”如何把大医院的病人吸引到基层医院就诊，缓解大医院的看病难问题，他们的努力吸引了刘延东副总理的关注。
