The Fourth of July holiday weekend is one of the most exciting times of the year for boating enthusiasts, but some of the freedoms they experience on the waterways could soon come to an end thanks to a proposed National Oceanic Atmospheric Association rule that would require recreational boats to travel at dangerously low speeds in an effort to protect North Atlantic right whales.
