Tropical Storm Elsa formed early Thursday morning just over 820 miles east-southeast of the Windward Islands. Elsa is the fifth tropical storm of the season in the Atlantic. AccuWeather's Bernie Rayno (@AccuRayno on Twitter) has the details on today's ‘Weather Insider’.
