Villa at Windsor Park, a nursing home in Chicago’s South Shore neighborhood, has the highest COVID-19 death toll in the city. Federal data shows that Villa at Windsor Park is in the bottom 20% of nursing homes when it comes to staffing levels for nurses and CNAs.
