Washington state lawmakers have passed a bill that could enable Rivian and Lucid to sell electric vehicles (EVs) directly to customers, similar to Tesla. The bill, Senate Bill 6354, received strong bipartisan support and was passed on March 12th, the last day of session. If Governor Bob Ferguson signs it by April 4th, these luxury EV manufacturers can open showrooms and bypass traditional dealers.

The bill was the result of private talks between Rivian, Lucid, and the Washington State Auto Dealers Association. The bill sets strict rules, allowing only U.S. companies making solely battery electric vehicles with at least 300 vehicles registered in Washington by January 1, 2026, and a service center. They must also obtain dealer licenses.

The bill also raises the new vehicle title fee from $15 to $40, with part of the funds going to rebates for low-income used EV buyers and the rest to bus, bike, and pedestrian projects. Automakers have expressed concern about the bill, warning that it sets a risky precedent.
