Three Ages and Three Intelligences: Exploit Explore Empower with Alison Gopnik
A common model of AI suggests that there is a single measure of intelligence, often called AGI, and that AI systems are agents who can possess more or less of this intelligence. Cognitive science, in contrast, suggests that there are multiple forms of intelligence and that these intelligences trade-off against each other and have a distinctive developmental profile and evolutionary history. Exploitation, the pursuit of goals, resources and utilities, is characteristic of adult cognition. Alison Gopnik, professor of psychology and affiliate professor of philosophy at the UC Berkeley, and a member of the Berkeley AI Research Group, argues that two very different kinds of cognition characterize childhood and elderhood. Childhood is characterized by exploration. In particular, children seek out information about the world. However, forgoing reward for exploration requires support, care and teaching from others. Care and teaching are particularly characteristic of elders and the intelligence of care has a distinctive structure – it involves empowering others – giving them the resources they need to be effective. It’s Not So Simple: An Examination of How the Internal Revenue Code Fails to Contemplate the Economic Realities of Individuals with Disabilities and Their Families
Families with disabled students often face extra out-of-pocket costs—costs they wouldn’t have if their child weren’t disabled—to secure the same education other students receive for free, yet tax relief for those expenses is limited and unclear. Garret Hoff, J.D., argues that Internal Revenue Code Section 213 and its interpretations reflect a time when disabled people were not viewed as worth public money to educate, leaving families with arbitrary distinctions under the medical expense deduction. Hoff recommends the IRS revise Treasury Regulation 1.213-1(e)(1)(v)(a) to recognize a broader reading of Section 213, and he urges Congress to amend Section 529A, created by the ABLE Act, to lift contribution limits and make contributions tax deductible so families can fund qualified disability expenses through ABLE accounts. Hoff adds that lasting access and justice require cultural change, not only tax revisions. Can a Liberal Polity Survive the Politics of Grievance?
Contemporary populism is almost everywhere; a right wing phenomena that focuses on a politics of white working class grievance. A set of grievances that are to be addressed, when in power, with policies of expulsion, exclusion, and domination. Attempts by liberal states to deal with such movements paradoxically rely on a similar politics of exclusion, such as building so-called firewalls against the right, which are themselves deeply anti-democratic. Mark Blyth, professor of international economics at Brown University, says that given that these grievances are based on real social and economic problems that have blighted working class communities across the world, can a liberal polity address such grievances in a more positive way? Over the past decade, archaeogenetics has analyzed more than 15,000 ancient genomes spanning 45,000 years of western Eurasian prehistory, uncovering dozens of migrations that reshaped Europe. Johannes Krause, Max Planck Institute, traces the earliest, unsuccessful attempts of modern humans to settle Europe after leaving Africa around 50,000 years ago, when they also interbred with Neandertals. However, the region’s dynamic genetic history has been emerging only recently from archaeogenomic studies. Choongwon Jeong of Seoul National University discusses the current understanding of the region’s genetic history, including the divergent genetic history of the Kazakh and Mongolian Steppe populations, the genetic interaction between the steppe pastoralists and their neighbors, and a comparison between the genetic history of human and domesticated animal populations. His team used massively parallel reporter assays in skeletal and neural cells to test 71,443 genetic variants that distinguish Neanderthals and Denisovans from modern humans, building a catalog that reveals hundreds of noncoding variants that alter gene expression. The work uncovers evolutionary trends and examples of convergent evolution, including an enhancer of KDM8, a gene involved in tumor progression, that was completely silenced in both archaic and modern human lineages through different mechanisms: motif disruption in Neanderthals and Denisovans, and hypermethylation in modern humans. Gokhman also introduces a way to reconstruct anatomical profiles from DNA sequence and methylation, using it to model Denisovan anatomy and scan the fossil record. The genome sequences of Neandertals and Denisovans have provided a wealth of new information about the origins, migrations, and interactions of ancient humans. These genomes have revealed that mixture between hominin groups was common: all modern humans outside Africa carry around 2% Neandertal DNA from a single major episode of Neandertal gene flow, while the ancestors of present-day Asians and Oceanians also met and mixed with multiple, genetically distinct Denisovan populations. Archaeological evidence suggests multiple dispersals of modern humans out of Africa, with early fossils identified in East and Southeast Asia over 50 thousand years ago. In contrast, genomic studies indicate that all present-day non-African populations descend primarily from a single dispersal after ~50 ka, though the migration routes of ancestral populations across Eurasia and Oceania remain unclear.
