Another winter storm is hitting San Diego today, brining constant rain. Experts advise making sure you have your emergency lights ready, your vehicle gassed up and your mobile devices charged. Governor Gavin Newsom has proclaimed a state of emergency for eight counties in Southern California, including San Diego. Cal Trans has deployed a new technique in hopes of preventing State Route 78 from flooding again.
