Halloween on Sunday will have mostly clear afternoon skies and increasing cloud cover by the time trick-or-treating begins. Also, the FDA has authorized the Pfizer vaccine for emergency use in children ages 5 to 11, the next step is for the CDC to give its recommendation. And, the Otay Water District is asking residents to reduce their water use.
