A deal that was recently inked between the Pennsylvania Northeast Regional Railroad Authority and Amtrak will study a potential passenger rail service to Scranton and New York City. The suspension of a contractor that is accused of stealing millions in employees’ fringe benefits has been lifted early after it was deemed unconstitutional.
