Rule the Waves is a game about designing post-dreadnought battleships in the context of World War 1 great powers. Part budget manager, part ship designer, and sometimes a combat simulator, Rule the Waves is a game that has all the detail that simulation grognards expect and all the trappings that come along for the ride. Troy loves it, Bruce has his reservations, and Matthew tells us what makes the game so appealing.
