Down in southeast Wyoming, gusts are screaming to 60 miles an hour through noon. Wind chills? Hovering around minus 13 this morning, that's frostbite-in8 degrees-minutes cold, folks. Cover that exposed skin. High Wind Warnings stay up until noon, with snow showers and blowing snow tapering off by evening. Highs struggle to 23.
