Rebecca Lissner is a non-resident scholar for the Center for Security Studies at Georgetown University; and an assistant professor at the U.S. Naval War College. She co-authored An Open World: How America Can Win the Contest for Twenty-First-Century Order with Mira Rapp-Hooper.
