Joe Biden agrees to send cluster bombs for use in the war in Ukraine as Ukraine's munitions stocks deplete, and NATO considers Ukraine's request for membership. Also Recep Tayyip Erdoğan, President of Turkey, releases Ukrainian commanders breaking a commitment to Putin and seeks advantage before agreeing to sign off Sweden's membership of NATO.
