If you like to watch Formula 1, you would have noticed that there are needs for pitstops. Now, the race organizers try to make services at each stop as efficient as possible. So the issue is not whether there should be pitstop. Rather, it's more of an issue of "how do we make efficient use of time during the stop" They ask this so race contestants can get back on track.
