U.S. Department of Justice Inspector General Michael Horowitz’s report on the FBI Hillary Clinton email investigation confirms former FBI Director James Comey is guilty of "gross misconduct.” However, the report still apparently finds no political bias in the actions of Comey and other senior FBI officials.
