Police in Canada are using licence plate scanners to identify drivers in arrears on fines.

U.S. police are now actively using AI to identify likely criminals by the way a vehicle is being driven and they have arrested individuals fleeing from serious criminal charges. 

If this initiative were adopted in Canada would it be a clear violation of Charter protected privacy rights?
