Approximately every seven minutes a car is stolen in Canada and many of them are parked in shipping containers, intended to be sent to locations like West Africa. Police in Montreal are alleged to have become reluctant to investigate these crimes. This causes problems for the Canada Border Services Agency and can result in the vehicles being successfully exported by crime gangs.
