Tom Quiggin is a former Canadian military intelligence officer and former contractor for the RCMP, as well as a court appointed expert on terrorism in both the Federal and Criminal Courts of Canada. He recently authored an article that suggests Canada is inadvertantly using to taxpayer's money to fund groups that may be fronts for terrorist organization.
