What should governments do to deal with citizens who go abroad to fight for terrorist organizations like the Islamic State group?

The United States, United Kingdom, France and Australia are sending special military forces to Syria and Iraq to hunt down and kill citizens of those countries who joined ISIS before they have the chance to return home.

Meanwhile, Canada’s federal government is offering counseling and has enacted legislation that will safeguard Canadian citizenship for convicted terrorists who are dual citizens.
