LAWMAKERS IN ALBANY HAVE PASSED A PACKAGE of criminal justice reforms - including free bail for misdemeanors and some felonies, right of criminal defense to request to return to the crime scene (even if it's a woman's apartment who he allegedly raped) and more - which will outrage residents of New York.
