What is CIR and how does it work?
CIR is the acronym for Citizens Initiated Referendums. When our founding fathers wrote our Constitution, they gave only We the People the power to amend it by voting in referendums. However, they made a grave mistake by giving the power to start, or initiate, a referendum to the Parliament.
