The Trump administration is pushing a $45 billion expansion of mass immigration detention centers, converting large warehouses into facilities designed to hold thousands of people at a time. Proposed sites in Maryland, Arizona, and Texas include a planned El Paso facility that could detain up to 8,500 people, signaling a shift toward centralized, high-capacity detention. The American Civil Liberties Union warns that rapid expansion of large-scale detention has already led to documented abuse, medical neglect, extreme conditions, and deaths in ICE custody.
