How could the Langley condo fire have been prevented?

Last weekend, we were telling you about the massive Langley condo fire that is believed to have started on the balcony of a suite on the fourth floor. Dozens of residents were evacuated and left without a home, but could it have all been prevented? One of the condo's developers says if building codes had been updated, the fire would not have happened.
