The delay in dealing with the case of Ibrahim Halawa has left Irish observers with a negative view of Egypt's human rights record. It is a view apparently shared by the U.S. State Department, which last week cut $300 million in military and economic aid to the country and its president Abdel el-Sisi, a leader once praised by Donald Trump, for failing to make progress on human rights . But there is more to the move than meets the eye. We talk to New York Times Cairo bureau chief Declan Walsh.
