The Constitution of the United States is always worth a fresh reading. Pay particular attention to Article I, Section 8, which enumerates the (only) powers of Congress. If something is not listed there, the strong presumption should be that Congress does not have the power to do it. Also take a look at the much-neglected 9th and 10th amendments.

For a non-scientist (like me — Phil) the technical details are overwhelming. But the force of the arguments is compelling. All the scientific evidence points to the existence of God; it takes a special gift of “faith” to resist that conclusion.
