Trump and Mark Meadows are openly blocking that legislation because it contains funding for the Post Office, and Trump has now explicitly threatened to veto any legislation that increases funding for the Post Office.
Now he is actively sabotaging the Post Office to steal an election. And Republicans, facing electoral defeat in overwhelming numbers, apparently agree with him that this is a good idea.
