But when the conflict between her loyalty to the Federation and her hatred of Cardassians comes to the fore, Picard doubles down on his inappropriate workplace behavior. Is Beverly the ship’s greatest disease vector? Are Starfleet officers the narcs of the Alpha Quadrant? How are we supposed to sympathize with Bajorans when all they eat are wraps? Everybody knows that the Federation are the good guys, but what this episode presupposes is, maybe they’re not?
