What happened at Mar-a-Lago was the library called the police about overdue books that are in fact, not overdue and don’t belong to the library. Davis says the law is very clear that the President has absolute Constitutional power to declassify what he wants for any reason he wants. He doesn’t have to label it nor seek permission from any bureaucrat. He can just do it through his actions. Trump declassified all Russiagate documents through his words and actions the day before leaving office with his declassification memo. Presidents are not above the law but when it comes to classification, they are the law.
