99.7% of the Department of Education supported the big-government, socialist candidate in the last election, as well as 99.4% of the Department of Agriculture. The fourth arm of government is the bureaucracy, and corruption is inevitable. Campaign donations always turn into bribes when the beneficiaries work for the government. We compare the more institutionalized form of corruption in America to the banana republic type of corruption.
