They also dive into a new tax proposal introduced on Dec. 1 by Rep. Shaun Scott, D-Seattle. The bill would create a new “payroll excise tax” on employers — effectively an income tax on wages — modeled after Seattle’s JumpStart tax.

House Bill 2100 aims to raise taxes by more than $2 billion per year and $5.5 billion per biennium, according to media reports.
