A Dallas man pleaded guilty this week to defrauding investors out of more than $27 million in oil and gas and water rights scams. Dennis James Rogers II, 35, concocted phony business opportunities and persuaded investors to hand over millions of dollars, which he spent on a private jet, a custom home builder and real estate, according to federal court documents.
