With Los Angeles consisting of nearly 4 million people, more than 400 residents are assigned to each LAPD officer, which has an annual budget of about $2 billion. During the fires last year, an estimated more than 25% of emergency response equipment was broken.


All this begs the question: What happens to a neighborhood when it has become irrelevant to the city it is in?
