On 23 July, Azerbaijani police detained Gubad Ibadoghlu, a prominent critic of the Azerbaijani Government and chair of the Azerbaijan Democracy and Welfare Party. Ibadoghlu was detained while visiting Azerbaijan from his home in London, and was charged with making, acquiring, or selling counterfeit money.
