Watts is the corrupt cop who manufactured phony drug cases against innocent people, sending some to prison. The city had a report, put together by a public body, that further illustrated the depths of this scandal. But, the city wouldn't release it because. Well, cause being fair and truthful and honest is apparently viewed as weakness in Chicago. You've got to hear it to believe it.
