I. A Gospel Explanation (vs. 1–7)
- The Gospel was Promised – Romans 1:2 “Which he had promised afore by his prophets in the holy scriptures,”
- The Gospel Came with Power – Romans 1:4 “Declared to be the Son of God with power… by the resurrection from the dead” ➤ Matthew 9:6 – Power to forgive sins ➤ Luke 15:2 – Receives sinners

II. A Gospel Celebration (vs. 8–10)
