On the very same day that Freedom Convoy organizers agreed to comply with a city agreement to move trucks, Cabinet declared a national emergency. This was told at a public inquiry into the use of the Emergencies Act on Monday where Ottawa City Manager, Steve Kanellakos, testified he head no warning that Cabinet would invoke the act.
