ON Point is joined by retired Justice Russell Otter to discuss why we have a process for victim impact statements. This comes in the wake of the Humboldt/Sidhu case and the upcoming Bruce McArthur sentencing after both men plead guilty to charges against them. Justice Otter became a provincial court judge in July 1993. He was elected president of the Ontario Conference of Judges in 1999. From 2002-2015, he served as executive director of the Canadian Association of Provincial Court Judges
