Clearwater Police Officer Andrew Billups, recipient of the Joseph F. Cornelius Family Foundation Outstanding Police Officer of the Year Award, performed two lifesaving rescues last year. He saved an eight-year-old autistic girl from drowning on Clearwater Beach and prevented a suicidal woman from jumping off the Memorial Causeway Bridge. Billups, along with Corporal Eric Mitchell and Lieutenant Chris Quinn, were recognized for their exceptional service at the Rotary Club of Clearwater luncheon.
