對於北部醫院醫師接連感染，外界質疑是因為醫院人力不足造成未落實「分艙分流」，感染科專家也表示，住院醫師本就需要到加護病房協助，尤其醫院晚上人力較不足、內科又不好招人，白天分艙分流可落實，但夜間不會有那麼多主治醫師輪班，認為指揮中心應該要調度更充足的人力，讓照顧確診者的醫護確實只在確診區工作，否則過度疲勞就容易犯錯。指揮官陳時中也承諾未來會再進行更嚴謹的醫療人力分配，讓專責醫師的比例提高，並加派感染科醫師協助控管。
