繼昨（27）日新增14例境外移入個案後，今（28）日又再度增加了9名個案。其中有8人都是印尼籍移工，更有4個人來自同一家訓練所。因為境外移入疫情來勢洶洶，指揮中心祭出，所有入境者從12月開始，都要交登機前三天的陰性報告，這樣的做法也挨批違反憲法。指揮中心緊急調整，沒有要限制國人返台，要是沒有篩檢報告、或者感染新冠肺炎，指要航空公司允許，一樣可以上飛機，但返台後可能會遭到開罰。
