世界衛生組織的防疫指南變來變去，上週才呼籲疫情再起的歐洲政府，採取果斷行動封城，但隔沒幾天就改口，強調不應以封鎖措施作為控制疫情的主要方法。
世衛官員之前曾表示，任何人都不希望封城，但在某些情況下，這可能是唯一選擇,如今又改口說封城只會使觀光業蕭條，讓貧窮的人更貧窮。
