Israeli President Isaac Herzog is visiting Melbourne with heightened security measures in place. Victorian police have been granted special powers under the terrorism act, allowing them to stop and search individuals and vehicles in areas where protests are expected. Herzog's planned visit to the firebombed Adas Israel synagogue has been cancelled due to security concerns.
