Vier miljard euro. Dat is het bedrag dat staatssecretaris Vivianne Heijnen van Infrastructuur de komende jaren voor het openbaar vervoer mag gaan uitgeven. ProRail noemde het 'historisch en ongelooflijk goed nieuws', maar er klinkt ook al kritiek op hoe het geld besteed zal gaan worden.
