Darth Plagueis reveals here that he was the mastermind behind ordering and purchasing the Clone Troopers for the Clone Wars. He was the one who pitched the idea to Sifo-Dyas and used him as a scape goat should anything go wrong. This is awesome! Of course, this is legends and not canon anymore, so keep that in mind.
