Palpatine explains his plan with Snoke, as well as how he made him.
I think Snoke would have been cool as a superior to Palpatine, not as a puppet. It would have created a hierarchy effect, in my opinion, which would have made Snoke more menacing and strong to have outlived the Emperor himself.
Snoke's abilities in the force were proficient, however his ability to allow Palpatine to essence transfer with him apparently was weak.
